' Meeting of the Board of Public Works convened in Room 16,
Municipal Building. at 7:30 P.M.
Present were Chairman Blood, Secretary Reed, Board Members
Russell , Dustin and Price and Superintendent Louanis.
Minutes of the previous meeting were accepted as amended.
The Board met with Mr. William Winslow of the Finance Com-
mittee and received his report on the action taken by the Finance
Committee on the 1976 Public Works Budget. Copy of the report
attached hereto. After considerable discussion it was agreed
that the Board of Public Works would meet with the Finance Committee
Saturday, March 25th to discuss the cut made by the Finance
Committee.
Read Notice of Public Hearing regarding taking of easements
for drainage and sewerage purposes Westerly of Main Street, adjacent
to house number 1312; Hurlburt Road from Forest Street to Colburn
Road; Pearl Street to Main Street opposite Briarwood Avenue;
Westerly of Blueberry Lane at house number 19 Blueberry Lane and
Pearl Street at house numbers 580 and 588• Present at the Hearing
were John B. Fairchild, 1166 Main Street; Arthur H. Vars, 414
Pearl Street and Richard W. and Norma Hanson prospective owners
of 1165 Main Street, all concerned with the proposed easement
from Pearl to Main Street. The Superintendent gave a report
concerning the proposed drainage and sewerage easements to the
Board. After hearing from the abutting property owners present
it was moved, seconded and voted to close the Hearing.
It was moved, seconded and voted to take a Drainage and
Sewerage Easement in Hurlburt Road from Forest Street to Colburn
Road.
It was moved, seconded and voted to take an easement from
I Pearl Street to Nelson Avenue through private property at 580
and 588 Pearl Street subject to the condition that the Board
of Public Works connect the property at 580 Pearl Street to the
sanitary sewer and abate the sewer frontage assessment on the
property at 588 Pearl Street in the amount of $655.20. '
It was moved, seconded and voted that the Board take the
easement through property owned by Mr. and Mrs. Burns at 19
Blueberry Lane subject to the condition that the assessment for
the sewer house connection be abated.
It was moved, seconded and voted to table the matter of
the easement westerly of Main Street through property of Edward
C. Donnelly, Jr. , et al until negotiations are complete.
Following a rather lengthy discussion it was agreed that
the Superintendent would attempt to negotiate an easement
between Pearl and Main Streets opposite Briarwood that would
solve both the drainage and sewer easement problems.
Read letter from Carl Erlandson requesting information on
how water and sewer could be made available to his lot at 36
Dunbar Road. It was moved, seconded and voted to notify Mr.
Erlandson that the proper way to obtain water and sewer at his
lot at 36 Dunbar Road would be to process a portion of the
street through the Board of Survey.
The Board adjourned temporarily at 9:20 P .M. to meet with
the Board of Selectmen with regard to collective bargaining
and reconvened at 10:20 P.M.
Read note from the Superintendent regarding 3lerical re-
classification. It was accepted as a point of information.
The Board went into Executive Session to discuss personnel
matters related to the replacement of the Assistant Superinten-
dent in charge of engineering.
The Board reviewed the Annual Town report for 1974 and it
was approved as amended. Copy enclosed.
The Board reviewed the bids for Catch Basin Covers and
Frames and Manhole Covers and Frames, as follows:

' It was moved, seconded and voted to award the contract to the low
bidder Neenah Foundry Company in accordance with their bid.
The Board reviewed the bids for Street Sweeping, as follows:
Power Sweeping Cont. Inc.
24 Hours notice $ 17.00 per hour
William E. O'Brien and Sons
48 Hours after notification $ 18.00 per hour
J. K. Municipal Service, Inc.
None $ 26.00 per hour
It was moved, seconded and voted to award the contract to Power
Sweeping Contracting, Inc. at $17.00 an hour for two hundred
hours sweeping time.
The Board signed the Pay Roll for the period ending March
23 and the Bill Roll dated March 28, 1975•
