HomeMy WebLinkAbout1975-03-03 Board of Public Works Minutes March 3, 1975 Meeting of the Board of Public Works convened at 7:30 P.M. in Room 16, Municipal Building. Present were Chairman Blood, Secretary Reed, Board Mem- bers Russell , Dustin and Price and Superintendent Louanis. Minutes of the previous meeting were accepted. As requested by the Board, the firm of Weston and Sampson was represented by Mr . David Blake and Mr . Elliott Tucker who gave a project report on the proposed interceptor sewer from the Willow Street Pumping Station to the M.D.C. trunk line in Woburn. Mr. Tucker explained that the design was behind schedule due to the delay in obtaining aerial survey material from the firm of James Sewall and Company and that the agreed completion date of the design and plan appeared to be at the end of March. Mr. Tucker reviewed the progress to date showing a proposed route through the industrial park in Woburn and explained some I of the technical difficulties encountered. Mr. Tucker stated that the project had been discussed with M.D.C. Sewer Chief Engineer Mr . Hayes. Mr. Hayes suggested that the portion of the interceptor in Woburn be constructed in accordance with the Commission standards so that it might be turned over to the Commission at a future date and maintained by them. Mr. Tucker also stated that the project had been discussed with Mr. Greeley of the State Water Pollution Control and the project has been put on a tentative list for possible State and Federal funding. This funding would be for the portion of sewer in Woburn at 90% State and Federal Aid: 75% by the Federal Government and 15% by the State. Mr. Tucker discussed the proposed routes in Reading which will be laid out within the public way or in existing ease- ments. 'Mr. Tucker pointed out there were two possible alternatives for the land takings required in the City of Woburn. one would ' be to enter into an agreement with the City of Woburn in which the City of Woburn would make all the land taking arrangements for the Town of Reading at the Town 's expense. The second alternative would be to seek Legislation in the General Court which would give the Town of Reading the power of eminent domain in the City of Woburn. An appointment has been made with the City of Woburn on March 4 to discuss this matter. After considerable discussion of these alternatives, it was agreed that Weston and Sampson should continue the design of the interceptor sewer exploring the different alternatives and reporting back to the Board when sufficient information had been developed so that the Board could make a determination of the different alterna- tives. The Board signed Contract 75-2 for the construction of Sanitary Sewer by DiMartino Brothers Company, Inc. and Civitarese Brothers, Inc. Read letter from Elbridge W. Grover, Chairman of the Build- ing Committee, Reading Antiquarian Society, requesting approval of the Board to use a portion of Town owned land to provide off street parking adjacent to 103 Washington Street for the Parker and seconded Tavern. Following a discussion it was moveg/to grant the re- quest of the Reading Antiquarian Society for parking facilities and turn around on the land under the control of the Town and adjacent to the Parker Tavern. An amendment to include the proviso that in five years the Town could convert the southerly area to other means was accepted and the motion, as amended, carried. Read letter from Frank A. Rosenkrans, 155 Prospect Street, requesting that the snow plowing schedule be altered and a swing plow be employed to alleviate some of the pile up of snow on the east side of the street. The matter was discussed at length, and it was moved, seconded and voted to instruct the Superintendent to write Mr. Rosenkrans and advise him that due to the circumstances, the dead end street and steep hill , it is impossible and impractical to plow Prospect Street up and down hill in ,front of his house. , The Board signed the Pay Roll for the period ending March Minutes - continued March 3, 1975 2d and the Bill Roll dated March 7, 1975• The Board adjourned to Room 7 to meet with the Board of Selectmen and discuss the matter of Labor Negotiations.
