HomeMy WebLinkAbout1975-01-06 Board of Public Works Minutes January 6, 1975 rMeeting of the Board of Public Works opened in Room 16, Municipal Building at 7:45 P.M. following an earlier meeting at 7:30 P.M. with the Board of Selectmen in Room 7 for the purpose of attending a Hearing relative to Gasoline Storage at the Municipal Garage. Present were Chairman Blood, Secretary Reed, Board Members Russell , Dustin, Price, Superintendent Louanis and Mr . Richard Evans of the Finance Committee. Minutes of the previous meeting were accepted as amended. The Board adjourned temporarily to meet as the Board of Survey and reconvened at 8:25 P.M. Read letter from Tyler and Reynolds, Town Counsel , relative to Memorial Park. It was accepted as a point of information. The Board discussed the matter of Memorial Park briefly and it was determined that all available recreational areas should be utilized prior to considering any action with respect to the Memorial Park Trust. Read letter from The Corps of Engineers regarding Wastewater Management Planning. It was agreed that the Superintendent attend the meeting on January 10th in Woburn and report to the Board. Read copy of the. Planning Board 's letter to Mr. Charles W. Appley, Project Manager of the M.B .T.A. It was accepted as a point of information. The Board discussed the equipment replacement program and after considerable discussion it was moved, seconded and voted to replace the following: - One 1965 truck with gross vehicle weight of 35,000 lbs. One 1968 Dynahoe One 1957 Arc welder One 1969 Bobcat loader ' It was also moved, seconded and voted (3-2) to replace the 1969 Pick-up truck. It was moved, seconded and voted (3-2) to replace the 1961 and 1968 reel mowers. The Superintendent presented a proposed road reconstruction program and after considerable discussion it was moved, seconded and voted to request $120,000.00 for the reconstruction of a portion of Hopkins Street from Main to Walnut Street and the re- construction of a portion of Grove Street from Lowell to Forest Street: $45,600.00 to be received from the State and $74,400.00 from the Tax Levy. The Board reviewed the proposed Chapter 90 Construction and Maintenance program: $22, 329.00 to be allocated for the construc- tion of Hopkins Street from Main Street to the Wakefield Line and $8,000.00 to be used for the maintenance of Lowell Street for a total of $30,329.00 which would be funded by the State. It was moved, seconded and voted to request that the sum of $30,329.00 for Chapter 90 Construction and Maintenance be raised as outlined above. It was moved and seconded that the Board recommend to the Town Meeting that the amount of $6, 500.00 be raised for the construction of Maurice Donegan Park. The motion was defeated ' 3-1 . Mr. Russell moved that his earlier motion with regard to Grove Street and Hopkins Street be reconsidered. This was moved, seconded and voted. Mr. Russell then moved, it was seconded and after considerable discussion it was unan6ously voted that the sum of $100,000.00 be requested in order that only a portion of Grove Street be redesigned and reconstructed.* Mr. Price requested that the Superintendent investigate the congestion being brought about at the intersection of High and Chute Streets at the Bryant Building because of the illegal park- ing in the sidewalk area in front of the building and take what- ever steps are necessary to bring about an end to this activity. The Board signed the Pay Roll for the period ending January 5, and the Bill Roll dated January 10, 1975. Meeting adjourned at 10:45 P.M.
