HomeMy WebLinkAbout1974-10-14 Board of Public Works Minutes October 14, 1974 Meeting of the Board of Public Works opened in Room 16, Municipal Building at 7: 30 P.M. Present were Chairman Blood, Secretary Reed, Board Members Russell , Dustin and Price and Superintendent Louanis. Minutes of the previous meeting were accepted as amended. Read Notice of Public Hearing regarding Petition from the Municipal Light Department to install and maintain pole on the northerly side of weet approximately 109' northwesterly from pole 104/13 on Woburn Street. No one attended the Hearing. The Hearing was closed. It was moved, seconded and voted that the matter be postponed until someone from the Light Department can appear and explain the need for the pole. The Board reviewed the motions to be presented at the Special Town Meeting. The Board met with Superintendent John Pacino and Chairman Donald Pierce from the Recreation Committee. A lengthy discussion ensued relative to the use of the Parks and Playgrounds in the Town. Mr. Dustin withdrew the motion made and tabled at the previous meeting. It was moved, seconded and voted that the Recreation Committee be directed to submit a detailed schedule of park activities in advance to the Superintendent of Public Works and that these schedules be kept up to date and that in case of conflict the Board of Public Works action will prevail . Mr. Dustin reported on his meeting with Mr. Robert O'Brien of Winchester. Leaves are picked up from the eighty—five miles of streets in the Town of Winchester for the following reasons: 1 . Safety: wet leaves are slippery and are considered a hazard. 2. To eliminate the possibility of entering the catch basin. 3• Convenience of the homeowner. The program is started the third week in October and continues until the first snowfall . Basically the program covers the Town once. The leaves are buried for a period of two years at the , end of which time they are run through a shredder and the re- sulting substance is used on tree lawns. Two leaf vac collectors, one front end loader, two sweepers and three trucks are used to accomplish the work with twenty men. It was agreed to make a report of progress at the Special Town Meeting. The Board discussed the position it would take on Article #10 regarding citizens petition to change rubbish collection containers. It was moved, seconded and voted to support the present rubbish collection system at the Special Town Meeting on the basis of sanitary standards and cleanliness as well as convenience and safety to the men of the Department and the citizens of the Town. It was moved, seconded and voted that Mr. Anthony Bertolino of 25 Harvest Road be allowed to hire a licensed drain layer to make a sewer house connection from his house ' to Track Road, and that the Town assess the property for the betterment. The Board signed the Bill Roll dated October 18th. The Board also signed Contract 74-10: Contract for Repairing Furnace Duct Refractory Wall in One Incinerator Furnace. Read note from Mrs. Doliber of 31 Selfridge Road. It was accepted as a point of information. Bids for Architectural Masonry for the new garage were reviewed. Point of information. Read note from the Superintendent regarding drainage easement taking off Thorndike, Spring and Orange Streets. It was moved, seconded and voted to grant Mrs. Effie Conary the cost of sewer house connection in return for an easement across her property for drainage purposes. ' Reviewed report from Kenneth Hall regarding survey Minutes - continued October 14, 1974 of monthly weight of curbside pickup. Point of information.
