Meeting of the Board of Public Works opened in Room
16, Municipal Building at 7:30 P.M.
Present were Chairman Blood, Secretary Reed, Board
Members Russell , Dustin and Price and Superintendent Louanis.
Minutes of the previous meeting were accepted as
read.
The Board adjourned temporarily to meet as the Board
of Survey and reconvened at 8:00 P.M.
The Board moved, seconded and voted that the Chairman
sign the State Aid forms re Chapter 1140 Acts of 1972 and
Chapter 825 Acts of 1974. Mr. Blood signed the forms.
Mr. Price retired from the meeting during the dis-
cussion relative to the interceptor sewer.
Read letters from Whitman and Howard, Inc. relative
to the proposed interceptor sewer. The Firm anticipated that
' engineering the construction phase of the project would not
exceed $38,500. The matter was tabled.
Read note from the Superintendent regarding rubbish
collection costs. Chairman Blood reported that in one area of
the Town the following was a sample of the number of bags
placed at the curb side for collection:

In a single week 10,729 bags of rubbish were picked up from a
total of 5,742 households indicating that 1 .86+ is the average
per household.
It was noted that the three paper drives in September
realized 91 tons of paper. RETURN received 17-18 tons of glass
on three Saturdays and a volume of 24 years of cans. ,
Read note from the Superintendent relative to the pro-
posed engineering design for interceptor sewer. It was accepted
as a point of information.
Mr. Dustin reported that he had been in contact with
Mr. Robert O'Brien of Winchester relative to the matter of
leaf collection and he intended to have a meeting with Mr.
O'Brien on Wednesday October 9. The Town of Winchester has
been picking up leaves for fifteen or twenty years. They start
about the third week in October and continue until snowfall . Mr.
Dustin reviewed the questions he proposed to ask at the intended
meeting and further questions were added to the list by Board
Members.
Mr. Price rejoined the meeting.
Read note from the Superintendent regarding Park Con-
struction Program and bicentennial project. Following a short '
discussion it was moved that the authority granted in 1969 to
the Recreation Committee to approve the scheduled use of Parks
and Playgrounds be rescinded effective the first of the year
and this approval authority be vested in the Board of Public
Works and that the Recreation Committee be instructed to submit
to the Superintendent prior to the opening of any sports season
their projected schedule. It was seconded and tabled. It was
suggested that a group from the Recreation Committee be invited
to the meeting of October 14 and that thirty minutes be allotted
for discussion of the matter. The Board agreed to discuss future
recreational facilities on the 13th of November at a Public Hearing.
It was moved, seconded and voted to award the Contract
for Repairing Furnace Duct Refractory Walls in One Incinerator
___Furnace (Contract No. 74-10) to New England Boiler Setting Co. ,
Inc. in the amount of $2,487.00 subject to their ability to ,
furnish a proper performance bond.
Minutes — continued October 7, 1974
' The Superintendent reported to the Board on the recent
vandalism at One Hundred Acres. In view of the extent of the
damage the Board instructed the Superintendent to contact the
Police Department and order paid detail coverage on a staggered
schedule of the area.
The Board signed the Pay Roll for the period ending
October 6 and the Bill Roll dated October 11 , 1974.
