HomeMy WebLinkAbout1974-08-19 Board of Public Works Minutes August 19, 1974 Meeting of the Board of Public Works opened in Room 16, Municipal Building at 7: 30 P.M. Present were Secretary Reed, Board Members Russell , Dustin and Price, Assistant Superintendent Tormey and Assistant Civil Engineer Edward D. McIntire. In the absence of Mr. Blood, Mr. Reed assumed the Chair and Mr. Russell acted as Secretary. Minutes of the previous meeting were accepted as amended. At 7:45 P.M. Notice of Public Hearing regarding the Peti- tion of the Town of Reading Municipal Light Department to install conduit in Washington Street was read. Mr. James Blomley who represented the Municipal Light Department explained that two inch conduit would be installed from the existing street light location thirty-three feet easterly to the proposed street light pole location. No one else attended the Hearing. The ' Hearing was closed. Following a brief discussion it was moved, seconded and voted to grant permission to the Reading Municipal Light Department to install the conduit as outlined in the Petition. The Board signed the Petition. Notice of Public Hearing regarding the Petition of the Town of Reading Municipal Light Department to install under- ground conduit in Lowell Street was read at 8:00 P.M. Mr. James Blomley represented the Municipal Light Department: no one else attended the Hearing. Mr. Blomley explained that conduit would be installed from the existing manhole at the intersection of Bradford Road northerly to Pole 22/75 and then 115' north- westerly to pole 22/76. The Hearing was closed. Following a discussion it was moved, seconded and voted to grant permission to the Petitioner to install the conduit as outlined in the Petition. The Board signed the Petition. Read letter from J. J. O'Brien E Sons, Inc. , subcontractor I for the New England Telephone and Telegraph Company regarding conduit work on Woburn and Lowell Streets. It was accepted as a point of information. A discussion followed wherein the Board expressed its disapproval of the subcontractor 's work— ing hours. It was moved, seconded and voted to instruct the Acting Superintendent to write to the New England Telephone ,and Telegraph Company requesting a detailed work schedule outlining the anticipated daily progress to be accomplished by the subcontractor, and to inform them that the subcontractor must adhere to the hours as set forth in the Superintendent's letter of June 26, 1974 (8:00 A.M. to 4: 30 P.M. Monday through Friday) otherwise the Acting Superintendent- is authorized to lift the permit. Read note from Superintendent and letter from Bertoldi , Inc. regarding Sewer Contract 73-1 wherein a request for a price in— crease on bituminous concrete from bid price of $14.00 per ton to $23.00 per ton is made. It was moved, seconded and voted to deny the request. Read letter from the Department of Public Health, North— , eastern Regional Office regarding approval of plans for John Street landfill . It was accepted as 'a point of information. Read letter from Mr. Krekorian and Petition from residents of Blueberry Lane requesting the installation of a sanitary sewer in their street. It was moved, seconded and voted that the Acting Superintendent be directed to communicate with Mr. Krekorian acknowledging receipt of the Petition and informing Mr. Krekorian that once an engineering view had been taken of the area and a report received from the Board of Health he would be advised of a meeting date at which time the Board would discuss the matter with him. The Board adjourned temporarily at 8:35 P.M. to meet as the Board of Survey and reconvened at 9: 15 P.M. The Board reviewed bids received on August 8, 1974 for Cast Iron Pipe (6" and 8" size) for the Water System, as follows: 6.. 8.. Carron, Inc. 3.99/ft. 5.71/ft. Water Works Supply 4.48/ft. 6.37/ft. Municipal Services 4.08/ft. 5.83/ft. Pub. Wks. Supply Co. 4.54/ft. 6.47/ft. Each bid contained some form of escalation clause covering I cost. It was moved, seconded and voted to award the bid to Canron, Inc. , and to place an immediate order for 234 feet of 6" Cast Iron Pipe and 1134 feet of 8" Cast Iron Pipe to avoid a future price increase. Read letter from Mr. and Mrs. Childress relative to the traffic situation at the intersection of Summer Avenue and Main Streets. Following a brief discussion it was moved, seconded and voted to mail the letter of reply as prepared by the Superintendent. Read letter from Mrs. Janet Doherty requesting permission to block off an area from the corner of Middlesex Avenue and High Street to the corner of Middlesex Avenue and Grand Street, for a neighborhood block party on August 24 (rain day August 25) from 4:00 P.M. to 12:00 midnight. _ It was moved, seconded and voted to authorize the closing of Grand Street from Middle— sex Avenue to Dudley from 4:00 P.M. to 10:30 P.M. on August ' 24 (rain day August 25) for a neighborhood block party subject to the condition that no alcoholic beverages be served within the limits of the public way and that the area be completely policed and cleaned to a satisfactory condition by 10:00 A.M. the following day. Read copy of letter sent to McCann Steel Building regard— ing failure to complete grading and parking area at the Grolier Building. It was accepted as a point of information. Read note from the Superintendent regarding the possibility of our water supply dropping to a point where water restrictions must be imposed if rain does not arrive soon. It was moved, seconded and voted to authorize the Acting Superintendent and Water Pumping Station Engineer to make the decision of imposing water restrictions in the Town of Reading at such time as they feel it necessary and to advise the public when the ban is lifted. The Board also instructed the Acting Superintendent to contact the Reading Chronicle and request that a news item be published citing the lack of precipitation, and suggesting voluntary reduction in the use of water in the hope that con— servation will eliminate the necessity of restrictions. The , Board wished the public to be aware that a notice will be hand delivered if and when a ban becomes necessary. The Board signed the Bill Roll dated August 23d and the Pay Roll for the period ending August 18, 1974. The Board viewed plans of Audubon Road and Mr. McIntire outlined the area where Mr. Napolitano of 24 Audubon Road wishes to install drainage pipe within the limits of the public drainage easement. Following a brief discussion it was moved, seconded and voted to authorize the construction of a drain south of Audubon Road in accordance with the marked drawings as shown on Plans 300—L-300 and 300—L-301 : private construction to be done in the public easement subject to inspection by the Department of Public Works.
