HomeMy WebLinkAbout1974-06-03 Board of Public Works Minutes June 3, 1974 Members of the Board of Public Works met at 7:00 P .M. at Hemlock Road to view the subdivision. Formal meeting of the Board of Public Works opened at 7:45 P.M. in Room 16, Municipal Building. Present were Chairman Blood, Secretary Reed, Board Members Dustin, Price and Russell and Superintendent Louanis . Minutes of the previous meeting were accepted as amended. The Board met with Mr. George Theophanis, Ms. Theo Johnson and Ms . Sandra Gray from the Government Study Committee at 8:00 P .M. A lengthy discussion ensued relative to the proposed new structure of Town government as it would affect the Department of Public Works and its Board. Mr . Joseph Alpedo, owner of Reading Disposal , appeared before the Board and requested permission to dispose of shingles and wood, etc. at the land fill site. The policy of the Board with regard to materials of this type, and the reason for strict ' adherence to it were explained to Mr . Alpedo at length. Read letter from State Department of Public Works relative to Chapter 90 assignment to include Hopkins Street. It was accepted as a point of information. Read letter from the Planning Board regarding a public meeting to be held June 6, 1974 for the purpose of discussing the M.B .T.A. Extension. The Superintendent was instructed to write a white paper for the members of the Board on this subject: The Board reviewed letter from R. E. Phillips together with bills for cost of cleaning garments due to discolored water. The Superintendent was directed to file a claim with the insur- ance company in an effort to resolve the matter. Bids for water meters were reviewed, as follows: Neptune Rockwell R. H. The Superintendent reported the results of his meeting of May 29th with the State Health Department regarding sanitary landfill at our Dump site. It was agreed that: 1 . Reading Department of Public Works will take immediate steps to cover all open refuse at the Reading sanitary land fill site. 2. Any future filling will be above and away from wet lands. 3• Cover material is available from J. J. Cronin Co. , on twenty-four hour notice and the Town will stock pile two days supply of clay washings at the site. 4. All brush being brought in to the land fill site will be chipped. 5. The Department of Public Works will submit a modi- fied sanitary land fill plan in accordance with recommendations made by the State Health Department on or before June 30, 1974, and a letter shall be sent to Mr. Tarbell to this effect. The Board was advised that the Conservation Commission 1 had requested the Public Works Department to construct a park- J ing area on Conservation Commission land off Pearl Street. The Superintendent was instructed to ascertain from the Conser- vation Commission more precise details on what is required to build the parking area, at what time it must be completed, and what funds are available to build it. Read letter from the Reading Health Department relevant to sanitary conditions on Deborah Drive. It was moved, seconded and voted the matter be tabled for a week. The Board signed the Bill Roll dated June 7 and the Pay Roll for the period ending June 2, 1974.
