Meeting of the Board of Public Works opened at 7: 30 P .M.
in Room 16, Municipal Building.
Present were Chairman Blood, Secretary Reed, Board Mem-
bers, Dustin, Price and Russell and Superintendent Louanis.
Minutes of previous meeting were accepted as amended.
Mr . Blood stepped down and Mr. Reed assumed the Chair.
Read Notice of Public Hearing at 7:45 P.M. regarding the
Petition of the New England Telephone and Telegraph Company to
install underground conduit and manholes in North Main Street
on the easterly side in the gutter area near existing manhole
74/108. Mr. George Cooley represented the New England Telephone
and Telegraph Company and explained the need for the new in-
stallation. The Hearing was closed. It was moved, seconded
and voted that permission to install the underground Conduit
and manholes and maintain same be granted with the provision
that the area be returned to its original condition. Mr. Blood
abstained.
Mr . Blood assumed the Chair . Read letter from Donald
Connors, Town Counsel regarding the case of Hicks vs. Board
of Appeals. It was accepted as a point of information.
A report of progress relative to the Grolier property and
Redstone Realty Trust was given by Chairman Blood. It is anti-
cipated that Anderson Engineering will have drainage plans
completed in order that Mr . McCann may be able to give them
to the Superintendent by Tuesday, May 28th. It was moved,
seconded and voted to give the right of approval or disapproval
of these plans to the Superintendent, E. Roger Louanis. The
Superintendent was directed to write to Redstone Realty Trust
advising them of our work schedule relative to the installation
of a new drain in South Street.
Mr. Blood stepped down and Mr. Reed assumed the Chair .
Read Notice of Public Hearing at 8: 15 P.M. regarding Peti-
tion of New England Telephone and Telegraph Company to install
four feet of underground conduit and one manhole near 797 Main

Street. Mr . George Cooley represented the New England Telephone
and Telegraph Company and explained that the work would be done
in the tree lawn and gutter area on the easterly side of Main
Street near the intersection of Federal Street. The Hearing
was closed. It was moved, seconded and voted to grant permission
to the New England Telephone and Telegraph Company to do the work
outlined in the Petition providing the area be returned to a con-
dition equal to that of the present time. Mr . Blood abstained.
Mr . Blood assumed the Chair.
Read letter from Mrs. Middleton of 711 Haverhill Street rela-
tive to drainage. It was moved, seconded and voted that the
Superintendent write a letter to Mrs. Middleton advising her in
an informal way that it is not the policy of the Town to aonstruct
drainage conditions on private property and that if she wished
to have the drain extended at her own expense it would call for
the approval of a plan by the Board of Public Works and .permission
from the Conservation Commission.
The Superintendent reported that he had conferred with Mr.
Nugent, the Health Agent, in regard to sanitary conditions at
Deborah Drive. Mr. Nugent stated that he would view the area
and stated further when he was contacted relative to requests to
install sewer lines in a street or streets it is his practice
to refer to the Board of Public Works five year program. Mr .
Woodbury, who is interested in purchasing a lot on Maple Ridge
Road attended the meeting and questioned the Board as to the
possibility of an earlier date for sewer on Maple Ridge Road.
Deborah Drive and Maple Ridge Road are scheduled for 1977 and
it was agreed there would be no change in schedule at this time.
The Board discussed the water problem on Martin Road. It
was moved, seconded and voted that we ask Town Counsel for a
written opinion as to the liability of the Water Department
with regard to damage to clothing and household items owned by
Mr . and Mrs . Paul Martins, 55 Martin Road allegedly due to ,
contaminated water.
Read letter from Tennyson Club requesting permission to
block off and occupy Tennyson Road from 1 :00 P .M. to 11 :00 P.M.
on Saturday, June 15, 1974 or in the event of inclement weather
June 22 for the purpose of holding an: annual cookout. It was
moved, seconded and voted to grant permission to hold the event
at the date and time specified with the provision that the area
be properly policed, no alcoholic beverages be served within
the public way and the area be returned to public use equal in
condition to that at the inception of the cookout.
Read letter from Ralph E. Wilson, Chairman of the Memorial
Day Committee for the Veterans of Foreign Wars. It was moved,
seconded and voted that the Board of Public Works lend assistance
in distributing flowers and flags by furnishing a truck and driver
on Sunday, May 26, 1974 at 2:00 P.M. at the Laurel Hill Cemetery
Gate.
The Board signed the contract for Sewer Construction 1974-75
with Charm Construction, Inc. in the amount of $223,278.40.
Read letter from the Superintendent to Mr. Kenneth A.
Tarbell of the State Department of Public Health. It was
accepted as a point of information.
The Board adjourned temporarily at 10: 10 P.M. to meet as the
Board of Survey and reconvened at 10:25 P.M.
It was moved seconded and voted that the Board sign the
Memorandum of Agreement between the Commonwealth of Massachusetts
Department of Public Works and the Town of Reading on the laying
out of Hopkins Street as a Chapter 90 Road and the laying out
of Franklin Street as a Chapter 90 Road for the purpose of trans-
ferring funds to Hopkins Street.
Read memorandum from John W. Agnew, Jr. , Executive Secretary
regarding summer youth part-time employment program sponsored by
the Federal Government. It was moved seconded and voted that the
Superintendent handle all phases of this program with an effort
to employ local youth.
Read letter from A. C. Contracting Company, Inc. wherein
' they apply to be accepted as a Licensed Drain Layer in order that
they may do the necessary work connected with the new building
being constructed for Doyon ' s T V on Main and Minot Streets. It
was moved, seconded and voted to approve A. C. Contracting Company,
Inc . of South Weymouth as a Licensed Drain Layer.
Read letter addressed to the Selectmen by Louis A. Kleiman as
to conditions he alleges exist at Memorial Park. Following a
discussion it was agreed that the Superintendent write expressing
regret that the Kleiman child had been injured. Too, the area
will be inspected further and anything of a hazardous nature will
be removed.
The Board signed the Bill Roll for the period ending Mpy �
24 and the Pay Roll for the period ending May 19.
