HomeMy WebLinkAbout1974-05-13 Board of Public Works Minutes i May 13, 1974 Meeting of the Board of Public Works opened at 7:00 P.M. at 195 John Street, Municipal Incinerator . Chairman Blood, Secretary Reed, Board Members Price and Russell and Superin- tendent Louanis met in Room 16, Municipal Building at 8:00 P.M. Minutes of the previous meeting were accepted as read. Town Counsel Donald Connors appeared before the Board and there was a discussion relative to the Grolier property. The Superintendent was later directed to contact Town Counsel and request a written opinion as to the proper legal ground the Board of Public Works has to resolve the drainage problem caused by the construction of the building and parking area by Redstone Realty Trust. Read Notice of Public Hearing regarding Petition of the Municipal Light Department to install conduit and locate and maintain poles, as follows:- "Washington Street, southerly ' side of street, install 1 - 2" steel conduit from existing manhole 17.5' to property line at 145 Washington Street and relocate one aluminum street pole and base 4' westerly and install 1 - 2" steel conduit 9.5 ' to existing manhole.' No one attended the Hearing. The Hearing was closed. It was moved, seconded and voted to allow the Petitioner to install the conduit and locate the aforementioned poles . Read Petition from residents of Deborah Drive for Sani- tary Sewer . Mr . DiGiovanni represented his neighbors and out- lined the problems in his area. Following a brief discussion the Chairman advised Mr. DiGiovanni that there was no possible - way the sewer could be constructed in Deborah Drive this year, and that another week would pass before a policy decision could be made with regard to the sewer construction schedule. Mr. DiGiovanni will be notified when this has been accomplished. The Board met with Mr. and Mrs . Paul Martins of 55 Martin Road. Several household items were displayed showing discolor- ation allegedly caused by the supply of water to the Martins home. One item was left to be analyzed. It was agreed that the Martins would be contacted at a later date when further information was available. Reviewed Change Order No. 5 from Fred DeLisio and Co. , Inc. Contract for Construction of Sludge Collection Facilities. It was moved, seconded and voted that the Chairman notify the Personnel � Board of the Board ' s approval of rating 4 for the Superinten- dent, E. Roger Louanis, and that his salary be increased to the sum of $418.00 per week. The Superintendent joined the meeting. The remainder of the salary schedule was (approved ' as amended.) reviewed. The Board reviewed the Petition from the Municipal Light Department read at Public Hearing on April 29th. It was moved seconded and voted to grant permission to install and maintain underground conduit in Lowell Street from pole #53/78 to existing Manhole #1 a distance of 123 ' and in Grove Street from pole #41/30 to proposed Manhole #3 a distance of 801 . It was also moved, seconded and voted' to allow the Muni- cipal Light Department to install power lines across Water Department land known as Revay Meadow and to use Water Depart- ment' s Easement across private land at 200 Grove Street. The Board reviewed the cost of operation of the Incin- erator and since reviewing the work at the plant, recognized that much of the increase in cost was due to the need of tech- nical redesign and reconstruction of the furnace bed grate structure. It is felt that this cost will not be of a recurring nature and the budget for fiscal year 1975 should be adaquate to maintain the Incinerator . The Board reviewed the bids for the 1974-75 sewer contract. Inc. . . . . . . . . . . 262, 120.00 It was moved, seconded and voted to award the contract for the 1974-75 sewer contract to the low bidder, Charm Construction, Inc. in the amount of $223,278.40. Read letter dated May 8th and Citation from the Department of Public Health, Commonwealth of Massachusetts relative to the dump site off John Street, and copy of letter from the Superintendent to Mr . Tarbell dated February 23, 1973• Steps to comply with the regulations will be initiated at once and it was agreed that the Superintendent attend the meeting to be ' held on May 29th at the Northeast Regional Office of the De- partment of Public Health . The Board signed the Bill Roll dated May 17th and the Pay Roll for the period ending May 12th. Meeting adjourned at 11 :00 P.M.
