HomeMy WebLinkAbout1976-10-18 Board of Public Works Minutes October 18, 1976 Meeting of the Board of Public Works opened at 7:30 P. M. in Room 16, Municipal Building. Present were Acting Chairman Dustin, Acting Secretary Blood, Board Members Price and Botka, Superintendent Louanis and Messrs. Oubb and Cowell from the Finance Committee. The Board reviewed bids received on Cleaning and Painting the Auburn Street Standpipe, as follows : Paragon Contracting Company $ 15,000.00 John D. Ahern Company 18,987.00 Nick Drywall Construction 21 ,300.00 Roy 0. Leonard, Inc. 25,700.00 T. L. T. Construction Co. 28,800.00 The Engineering Division ran a qualifications check on the low bidder supplying the Board with the favorable results. It was moved, seconded and voted to award the Contract for Cleaning and Painting the Auburn Street Standpipe to Paragon Contracting Company in the amount of $15,000.00 subject to their ability to furnish a ' proper performance bond. Read letter from the Planning Board inviting the Board to attend a public hearing concerning a town vote to amend the Zoning By-Laws by adopting a new Article wherein a moritorium is established on the issuance of certain building permits for the construction of apartment houses and the creation of a Moratorium Housing Commission. It was accepted as a point of information. The Board adjourned temporarily to meet as the Board of Survey and reconvened at 8:00 P. M. Read Notice of Public Hearing at 8:00 P. M. concerning taking of easements for drainage and sewerage purposes westerly of Annette Lane, Colburn Road and Causeway Road. Mr. and Mrs. Ernest H. Mac Leod attended the hearing and asked a few general questions con- cerning requirements the Town could impose in the event they should consider subdividing their land. There was no further dis- cussion. The Hearing was closed. The Board reaffirmed their previous motion to support R.E.T.U.R.N. and signed a Statement of Support for Referendum #6 to be placed in the Chronicle October 21st and 28th. Read memorandum from the Superintendent stating it has ' been determined that the subflooring of the Mineral Street Bridge has deteriorated resulting in an unsafe condition. Possible temporary repairs costing from three to four thousand dollars have been discarded as unsatisfactory. Two alternatives whereby the life of the bridge would be extended ten years were outlined. Alternative No. 1 is based on a proposal of stripping the bridge decking and replacing it with a metal deck with a bituminous concrete surface. The estimated cost is $23,000. The bridge would remain closed until late spring of 1977 due to bidding requirements and anticipated delivery of the metal deck. Alternative No. 2 is to strip the bridge wearing surface, replace approximately thirty percent of the subdeck and apply 1 1/8" ply- wood with a wearing surface applied to the plywood at an estima- ted cost of $8, 300 and a completion date set at January 1 , 1977• Comparing the cost on an annual basis over a projected ten year life of the bridge, Alternative No. 1 would be $3, 125 and Alter- ' native No. 2 would be $1 ,460. Following a discussion it was moved, seconded and voted to proceed with the method outlined in Alternative No. 2 charging the expense of the project to the highway maintenance account. Read letter from Jack Albis, Chairman of the North East Solid Waste Committee requesting someone be named to represent Reading on the technical sub-committee to work on the question of transportation costs . Mr. Botka who represents the Board on the negotiating committee reported that 15-20 towns have evinced an interest in the project at this time but the number must reach 50 before the program can be considered feasible. It was moved, seconded and voted to have a representative from the higher level of our staff designated by the Superintendent to attend the sub-committee meetings. Read letter from Governor Michael S. Dukakis inviting mems , bers of the Board to attend a guided bus tour of low and moderate income housing on Saturday, November 6, 1976. It was accepted as a point of information. Letter from the Department of Environmental Quality Engineer- ing stating that no activity can commence until the Commissioner issues a superseding Order of Conditions regulating the activity in re: File No. 245-15 North Reading Conservation Commission and Drinkwater Realty Trust was read and accepted as a point of in- formation. The Board reviewed invitation to cooperative bid by Reading and seven surrounding towns requesting sealed proposals for furnish- ing highway rock salt and solar salt from November 15, 1976 through April 30, 1977. Point of information. . The Board was given a sample copy of the Park Questionnaire sent to Town Meeting Members and Acting Assistant Superintendent Bergeron stated the Department was reaching out in an attempt to contact the public and hoped the results from the questionnaire would supply input to what the townspeople would like in the way of recreational facilities. Once the facts are established it will be possible to work toward the desired end. It was accepted as a point of information. Read letter from the Office of General Counsel re: Bid Bond DiMartino, calling attention to a scheduled meeting of all parties involved at 11 :00 A.M. October 19, 1976 at 100 Cambridge Street. Superintendent Louanis, Acting Assistant Superintendent Bergeron and Mr. Price will attend the conference. Review copy of letter from Department of Housing and Urban Development to the Selectmen advising that the Town ' s applica- tion for Fiscal Year 1976 discretionary funding under the Housing and Community Development act of 1974 has been approved in the amount of $100,000. The Board signed the Bill Roll dated October 22d and the Pay Roll for the period ending October 15th. Mr. Douglas Cowell of the Finance Committee reported to the Board that the Finance Committee has set a limit of 1 .65 million dollars for the Public Works Budget exclusive of the Water De- partment for Fiscal Year 78. This is over FY-77 Public Works Budget at 1 .473 million dollars. It was accepted as a point of information. , Meeting adjourned at 9: 15 P. M.
