HomeMy WebLinkAbout1976-10-04 Board of Public Works Minutes October 4, 1976 Meeting of the Board of Public Works opened at 7:30 P.M. in Room 16, Municipal Building. Present were Acting Chairman Dustin, Acting Secretary Blood, Board Members Price and Botka and Superintendent Louanis and Douglas Cowell from the Finance Committee. Minutes of the previous meeting were accepted as written. The Board reviewed the Order of Taking as prepared by Town Counsel concerning the Willow Street Interceptor Sewer. The Superintendent indicated, using a plan, where each of the two temporary easements were located and stated no award was to be made to the property owners. It was moved, seconded and voted to sign the Order of Taking. Read letter to Commissioner of the Massachusetts Depart- ment of Public Works wherein funds are requested for the follow- ing: 1 . Salem Street (Route 129) from the Wakefield Line to Lowell Street - estimated cost $350,000. 2. Lowell Street (Route 129) from Woburn Street to the Wilming- ton Line - estimated cost $425,000. 3. Woburn Street from Harnden Street to West Street estimated cost $340,000. Following a discussion concerning the condition of the streets involved, it was moved, seconded and voted to sign the letter . Read Notice of Public Hearing regarding taking an ease- ment through private property owned by Anthony and Donna Pappalardo located at 20 Bolton Street for the purpose of running sewer lines. The Pappalardo' s expressed concern relative to their driveway. The Superintendent outlined the method he proposed to employ to repair the driveway to the satisfaction of Mr. and Mrs. Pappalardo. It was moved, seconded and voted to close the Hearing. Read letter and Petition from residents in the Pleasant Street area expressing concern regarding the proposed new base- ball field at Little League Park. The Superintendent was in- structed to gather more information and place the matter on the agenda on October 18th: also, to write the petitioners indicating the Board ' s desire to have a Hearing. The Board reviewed bids received on September 9, 1976 for one truck chassis, cab and body, as follows: , Stoneham Motor Company (Ford) $ 18,820.00* Taylor and Lloyd, Inc. ( Intn' l ) + $1 ,375. 18,889.00 Shawsheen Motor Mart, Inc. (Ford) 19, 308.00* Automotive Trk. Ctr . Inc. (G.M.C.) 20,695.00 Mack Trucks, Inc. 27,082.00 * did not meet specifications Following a brief discussion, it was moved, seconded and voted to award the contract to Taylor and Lloyd, Inc. in the amount of $20,264. as per their bid and letter of October 1 , 1976. Read memorandum from the Superintendent advising the Board that the sewer main was extended in Lakeview Avenue during 1975 and it was anticipated that it would end in front of Mrs. Zanni 's lot. However, during the construction the manhole fell just short of her lot line and the sewer is not available to her property. In view of these facts it was moved, seconded and voted to abate the charge of $400 for sewer frontage assessed on Mrs. Zanni 's property. ' The Board had in the past, expressed a desire to do something to fill the void created by the loss of the huge elm tree at the apex of the common and at this time, reviewed cost estimate, site plan and sketch of proposed Map Case to be placed on the Town Common. The total estimated cost is $1 ,700 and the Superintendent reported he had received indications that local organizations would be willing to contribute toward the expense of a project designed to improve the Common. It was moved, seconded and voted that the Board endorse the project for the beautification of the square as presented by the Super- intendent. The Board signed the Pay Roll for the period ending October 3, 1976 and the Bill Roll dated October 8, 1976. Mr. Botka requested that the shrubs at the southeast corner of Main and Salem Streets be trimmed back to afford the , driver of an east bound car increased visibility to the south particularly when the traffic lights are not functioning. Mr. Botka also requested that the drivers of the Sanitation trucks receive a briefing concerning proper procedure especially per— taining to rubbish pickup on busy streets. He pointed out the danger to all concerned when an attempt is made to pick up rubbish from both sides of Haverhill Street with the truck occupy— ing the center of the street. The Superintendent reported that there were several streets in the Town that call for pickup on one side at a time, adding that he would follow through on Mr. Botka's suggestion.
