Meeting of the Board of Public Works opened at 7: 30 P. M. in
Room 16, Municipal Building.
Present were Chairman Russell , Secretary Dustin, Board Mem-
bers Blood, Price and Botka, Superintendent Louanis and Acting
Assistant Superintendent Bergeron of the Engineering Division.
Minutes of the previous meeting were accepted with correc-
tion.
The Superintendent reported that in a telephone conversation
with Town Counsel 's Office the subject of the default of DiMartino
on Contract 76-2 was introduced and it was suggested the Superin-
tendent write the law firm representing the bonding company (Aetna
Surety and Casualty Company) covering DiMartino. The Superinten-
dent reported that this was done some time ago and that copies of
correspondence would be given to the Town Counsel on Tue'iay, Sept-
ember 14th when he would be at the Town Hall .
' Read letter of appreciation from Mr. and Mrs. William Stan-
iewicz relative to the fencing at Batchelder Field. It was
accepted as a point of information.
Read letter from Marianna Marshall , 94 Belmont Street, request-
ing permission to block off Belmont Street between either end of
Chequesette Road on Saturday, September 25th (September 26th in
the event of rain) between the hours of 3:00 P.M. and 7:00 P.M. for
a block party. It was moved, seconded and voted to grant permission
and to close off a portion of the street as specified in the re-
quest subject to the following conditions:
1 . No alcoholic beverages be served within the public way.
2. Proper liability insurance be obtained.
3. The street be swept and cleaned following the event.
Meeting adjourned temporarily in order that the Board meet
as the Board of Survey and reconvened at 7:40 P.M.
The Board reviewed the specifications for bidding on the
Rebuilding of Two Truck Frames on Model 951 Caterpillar Tractor
and the bids received. The Superintendent stated that this work
was similar to that done on the dump dozer last year in a very
satisfactory manner by Babcock Equipment, the low bidder in this
instance. After a brief discussion it was moved, seconded and ,
voted to award the Contract to Babcock Equipment Company, Inc.
the low bidder in the amount of $3,025.
Read letter from the residents of Harrison Street whose
properties abut the drainage ditch through Memorial Park. It
was suggested that the Superintendent write the petitioners
explaining that the flat terrain in this area contributes to
the problem and a copy of the letter be sent to James J. Sullivan,
Jr. , Chairman of the Board of Selectmen and to Mr. John D. Cafazzo.
of the Board of Health.
Read Notice of Public Hearing at 7:45 P.M. regarding the
Petition of the New England Telephone and Telegraph Company and
the Town of Reading Municipal Light Department to locate a pole
on the Northerly side of Franklin Street approximately 33' northerly
of existing Pole 27/6. Mr. Neil Trulson represented the Municipal
Light Department and explained that the pole was needed for guying
purposes. The owners of the property at 545 Franklin Street, Mr. ,
and Mrs. Thomas Coppola, expressed an objection to the pole loca-
tion as shown on the proposed plan. It was moved, seconded and
voted to close the Hearing. Mr. Blood abstained. It was moved,
seconded and voted (Mr. Blood abstained) to table the matter
until the Municipal Light Department presents additional infor-
mation. The Superintendent was requested to notify the abutters
when the matter will be discussed again.
Read Notice of Public Hearing at 7:50 P.M. regarding the
Petition of the New England Telephone and Telegraph Company and
the Town of Reading Municipal Light Department to place a pole
on the northerly side of Franklin Street approximately 42' westerly
of Main Street. Mr. Neil Trulson represented the Reading Muni-
cipal Light Department and explained the new pole was needed for
guying purposes. None of the abutting property owners attended
the Hearing. It was moved, seconded and voted to close the Hear- '
ing. It was moved, seconded and voted to grant permission to the
New England Telephone and Telegraph Company and the Municipal
Light Department to install the pole as requested. Mr . Blood
abstained.

Read Notice of Public Hearing at 8:00 P.M. in regard to the
proposed extension of the Boston Gas Company main in Main Street
1 from Summer Avenue to Cross Street, in Cross Street from Main
to Ash Street and in Ash Street from Cross Street to the Town
Line. Approximately ten people attended the Hearing. Mr. C. E.
Kirchner represented the Boston Gas Company and explained that
the new pipe lines would aid in equalizing the pressure and en—
able his Company to provide more satisfactory service to its
customers. Mr. Irving E. Dickey, Tree Warden for the Town of
Reading expressed his concern for certain trees along Cross
Street. Mr. Kirchner stated that the plan as prepared by the
Boston Gas Company was flexible and they would avoid disturbing
trees. It was moved, seconded and voted to close the Hearing
at 8:30 P.M. It was moved, seconded and voted to grant Boston
Gas Company permission to construct their gas mains as outlined
in the Petition with the exception of Cross Street from number
thirteen ( 13) to Main Street where the gas main will be relocated
to the north west side of Cross Street.
Meeting adjourned in order that the Board could meet as
the Board of Survey and reconvened at 9:55 P.M.
Read letter from the M.D.C. directed to Officials of Member
Cities and Towns of the Metropolitan District Commission. It
was accepted as a point of information.
Read letter from Charles J. Hoskins, owner of the A. A.
Able Sanitation Co. , 47 Rio Vista Street, N. Billerica, Me. 01862
wherein he requests that he be accepted as a Licensed Drain
Layer for the Town. It was moved, seconded and voted to approve
A. A. Able Sanitation as a Licensed Drain Layer.
Read letter from residents of Libby Avenue, H Street and
Heritage Drive requesting that laterals be installed when the
sewer main is placed in their respective streets to eliminate
the necessity of digging up the street when each house connection
is made. Mr. Botka reported he had talked to Mr. Bradford and
explained the Board ' s policy and this was satisfactory to Mr.
Bradford. Mr. Botka moved that a letter be sent to Mr. Bradford
concerning the Board's policy relative to the installation of main
sewers and sewer house connections. It was seconded and voted.
The Board read letter and reviewed plan submitted by George
McSheehy concerning the installation of a proposed drain at the
rear of the Atlantic Food Mart. Following a brief discussion it '
was moved, seconded and voted to grant permission to install the
proposed drain at the rear of the Atlantic Food Mart in Brande
Court providing a release running in favor of the Town in the
event the Town's drainage system should fail is signed by repre-
sentatives of the Atlantic Food Mart.
Read letter from the County Commissioners Office notifying
the Board of a Hearing to be held on October 19, 1976 at 10:00
A.M. regarding the relocation and repair of Hopkins Street from
Main Street (Route 28) to the Wakefield Town Line. Mr. Price
and the Superintendent will attend the meeting.
Reviewed letter from the Office of the Board of Selectmen
calling attention to the following meetings:
September 16, 1976. . . . . Topic: Centralization of equipment main-
tenance and grounds maintenance.
October 4, 1976. . . . . . . . Finance Committee to discuss budget
guidelines.
Accepted as a point of information.
Read memorandum from the Superintendent relative to our
appropriation for a Comprehensive Water Study and suggesting
the Board set up interviews with consulting firms to make the
study. Mr. Price retired from the meeting. Following a brief
discussion the Superintendent was instructed to set up two half-
hour interviews for two of the regular October meetings with
the following firms:
Camp, Dresser and McKee, Inc. 1 Center Plaza Boston
Fay, Spofford and Thorndike, Inc. 1 Beacon Street Boston -
Weston and Sampson 10 High Street Boston
Whitman and Howard 45 William Street Wellesley
The Board signed the Pay Roll for the period ending Septem-
ber 10, 1976 and the Bill Roll dated September 17, 1976.
Meeting adjourned at 10:30 P.M.

the Town of Reading, in compliance with the provisions
of General Laws, Chapter 804rpsfymended by Chapter 63
of the Acts of 1933, hereby that the lists herewith
contain the names of persons against whom we have made
betterment assessments, together with the location of
the land benefitted by the improvement and the nature
and amount of such betterment assessment.
