Meeting of the Board of Public Works opened at 7:30 P. M.
in Roam 16, Municipal Building.
Present were Chairman Russell , Secretary Dustin, Mr. Price,
Superintendent Louanis and Douglas A. Cowell of the Finance Com-
mittee.
Minutes of the previous meeting were accepted as written.
Read letter from Robert R. MacCaughney of 77 Libby Avenue
in Reading requesting that he be approved as a licensed drain
layer . It was moved, seconded and voted to deny the request
as the Board was not convinced, based on the information sub-
mitted, that Mr. MacCaughney's experience was sufficient to
protect the interest of the citizens of the Town.
Read Notice of Public Hearing regarding the Petition of the
New England Telephone and Telegraph Company and the Town of Read-
ing Municipal Light Department to locate a pole on the northerly
' side of Chapin Avenue approximately one hundred and eighty-three
feet easterly of Main Street. Mr. George Cooley represented the
New England Telephone and Telegraph Company. The new pole will
be located at the rear of the automotive store parking lot and
will be used to aid in supplying service to the new V. F. W.
Building on Main Street. It was moved, seconded and voted to
close the Hearing. It was moved, seconded and voted to grant
permission to the Petitioners to place the pole as requested in
the Petition.
Read letter from R.E.T.U.R.N. wherein they request permission
to hand out trash bags at the Recycling Site on October 2, 1976 in
a promotional effort to publicize the efforts of R.E.T.U.R.N. It
was moved, seconded and voted to grant permission for the dispen-
sing of trash bags as requested.
Read minutes of meeting held June 24 by the North East
Solid Waste Committee and report of meeting held June 23 by
' 128 West Resource Recovery Council . These items were accepted
as points of information and the Superintendent agreed to see
that the Board was represented at the next meeting of 128 West
Resource Recovery Council to be held on July 21 .
Read letter from John W. Agnew, Jr. , Executive Secretary
to the Board of Selectmen requesting release of land in front
of the Municipal Garage, now under the control of the Board of '
Public Works, in order that the Selectmen may designate the
area a definite site for a new Police Station when submitting
an application for Federal Funding. Following a rather lengthy
discussion it was moved, seconded and voted the Chairman write
the Board of Selectmen setting forth the several reasons why the
Board determined it would not be wise to commit land within
the Department of Public Works ' complex and thereby create a
fragmented public works facility in the future.
Read memorandum from Mr. Agnew stating the Law Committee
requests an evaluation of services rendered to the Department
by Town Counsel . It was agreed that the Chairman respond to
this memorandum.
Read memorandum from the Superintendent relative to con—
ditions at the Incinerator. The Superintendent indicated an
inspection of the premises would be made at 2:00 P. M. on Friday ,
in an effort to establish better safety measured to prevent fire
and accidents that may result from improper housekeeping. The
need to redesign and rebuild the northerly wall of the refuse
receiving building is being worked on by the Engineering Division
and will be repaired as soon as possible. Also, there is a need
to provide sufficient drainage system in the area of the combustopak
and the precipitator so that the soot and flying ash may be kept
under control .
Read note from the Superintendent concerning the Cold
Water Meter Bid Report made at the last meeting. Inadvertently,
the bid from R. H. Smith was reported in error and considering
the new information they would be the low bidder. After con—
siderable discussion it was agreed that since R. H. Smith bid
on the Carlon meters and the department has only six (6) in its
system it was in the best interest of the Town to award the bid
the Rockwell Meter Company. It was moved, seconded and voted ,
to uphold the award of the Contract to Rockwell .
It was moved, seconded and voted to award the contract for
260 feet of twelve inch ductile water main pipe to John Farmer
and Sons, Inc. the low bidder.
The meeting adjourned at 9:45 P. M. in order that the Board
join the Selectmen at the Community Center Auditorium.

Chapter 80, as amended by Chapter 63 of the Acts of 1933, here-

sons against whom we have made betterment assessments, to.
gether with the location of the land benefited by the improve—
ment and the nature and amount of such betterment assessment.

committing the same to the Tax Collector, as provided by law.
