HomeMy WebLinkAbout1976-06-28 Board of Public Works Minutes June 28, 1976 Meeting of the Board of Public Works opened at 7:30 P. M. in Room 16, Municipal Building. Present were Chairman Russell , Secretary Dustin, Board Mem- bers Blood, Price and Botka and Superintendent Louanis. Minutes of the previous meeting were accepted with correc- tion. The Board discussed the probability of imposing water re- strictions in the near future because of the dry weather experienced in the area recently. Following a lengthy discussion it was moved, seconded and voted to authorize the Superintendent to impose water restrictions if in his good judgment it was in the best interest of the Town. Board members requested advance notice of any re- striction. Read letter from William H. Dolben and Sons requesting assurance from the Board that in the event water restrictions ' are imposed that notwithstanding those restrictions they will be allowed to use sufficient water at Summit Towers to sustain the valued landscaping they are in the process of completing. It was moved, seconded and voted the Superintendent write Mr. Dolben advising him of the possibility of imposing restrictions, what they will be, of the fact that the Board ' s policy is to treat all persons fairly and equitably and of their willingness to receive a petition for further consideration. Meeting adjourned temporarily in order that the Board might meet as the Board of Survey and reconvened at 8: 10 P. M. Read letter from Richard D. Armstrong, Chairman of the Olde Redding Fair, sponsored by the First Congregational Church request- ing permission to close off Sanborn Street for the event. It was moved, seconded and voted to authorize the placement of a sign on the green on Saturday, September 25th and to close off Sanborn Street between Woburn and Lowell Streets from 7:00 A. M. to 6:00 P. M. on that date subject to the standard restrictions. Read letter from George L. Hodgkins requesting that the sec- tion of Salem Street between Main Street and Lowell Street be closed to vehicular traffic on Friday, July 23 between the hours of 6:00 P. M. and 10:00 P. M. in order that they may hold a Christian Youth Concert featuring a group from North Carolina. It was moved, seconded and voted to comply with the request subject to the standard restrictions. Read letter from John J. Yirrell and other residents of Martin Road wherein they express their dissatisfaction with the street sweeping program and propose to contract independently to have the area swept. The Superintendent was directed to write Mr. Yirrell notifying him of the necessity of obtaining a permit to work within the limits of a public way and of the liability involved. Meeting adjourned temporarily in order that the Board might meet as the Board of Survey and reconvened at 8: 30 P . M. at which time the Board met with the Board of Selectmen in Room 7 to dis- cuss labor negotiations. The Board returned to Room 16 at 9:25 P. M. The Board reviewed the plan as prepared by the Engineering ' Division for the installation of sewer lines in Line Road. This street is on the Board of Public Works five year sewer program and is scheduled for 1980 but at this time citizens from Reading and Wakefield have petitioned for the installation of sewer to both Towns. The Town of Wakefield is prepared to participate in construction of the sewer in Line Road provided Reading will extend the sewer from the interceptor sewer in Reading to Line Road. Approximately one half the cost would be paid by Wakefield and the Superintendent recommended that the Board add this por- tion of the Line Road sewer to the 1976 sewer construction pro- gram. It was moved, seconded and voted to accept the recommen- dation and add this portion of Line Road to the 1976 program. The Board reviewed bids received for cold water meters. It was moved, seconded and voted to award the cOdtract to Rockwell International Municipal and Utility Division. Meeting adjourned in order that the Board might meet as ' the Board of Survey and reconvened at 9:35 P. M. Read letter from DiMartino Brothers Company, Inc. with notification that they are unable to provide a proper performance ' bond covering work under Contract 76-2 awarded to them at the June 14th meeting of the Board. It was moved, seconded and voted to accept the failure of the low bidder DiMartino Brothers Company, Inc. to provide proper performance bond covering work under Contract 76-2 and authorize the Superintendent to proceed to collect $25,000 in accordance with their bid bond. It was moved, seconded and voted to award the contract to Civitarese Brothers, Inc. the next low bidder in the amount of $312,498.81 subject to their ability to provide a proper performance bond. The Board reviewed bids from David B. white and Son in the amount of $10.00 per ton and Recycling Enterprises, Inc. in the amount of $8.00 per ton. It was moved, seconded and voted to award the contract for the removal of glass from the Recycling Center at ten dollars per ton subject to the following consider- ations: a container be provided at the center on the first and ' third Saturdays of each month for the year beginning July 1st; the container be available at 8:00 A. M. and removed after 4:00 P. M. on each day; and the glass removed be paid for at the rate of ten dollars per ton on a monthly basis. It was moved, seconded and voted to sign the letters to 128 West Recovery Council and the North East Solid Waste Committee. The Board signed the Pay Roll for the period ending June 27th and the Bill Roll dated July 2, 1976. It was moved, seconded and voted we proceed with Phase II of the Master Drainage Study at a cost of $17,500 and the Super- intendent was directed to contact Whitman and Howard. Mr. Price abstained from the discussion and the vote. The Chairman agreed to contact the Conservation Commission and arrange a joint Board meeting on September 20th to discuss design criteria.
