Meeting of the Board of Public Works opened at 7:30 P. M.
in Room 16, Municipal Building.
Present were Chairman Russell , Secretary Dustin, Board
Members Blood, Price and Botka, Superintendent Louanis and Mr.
William Redford of the Engineering Division.
Minutes of the previous meeting were accepted with correc-
tion.
Mr. and Mrs. Cronin appeared before the Board to speak
about the conduct at Washington Park. Following a lengthy
discussion it was moved, seconded and voted to remove the see-
saws from the Park in an effort to control the behaviorial
pattern in the area.
Read notice from 128 West Resource Recovery Council re
meeting to be held June 23, 1976 at 8:00 P. M. It was accepted
as a point of information.
' Mr. John Colclough of 119 Salem Street and Ms. Mae T. Maxwell
of 115-117 Salem Street petitioned for permission to construct
a permanent type sidewalk within the public way, agreeing to do
all work according to Town of Reading specifications. It was
moved, seconded and voted to grant permission and the Board
signed both petitions.
Read letter from the United States Department of Justice,
Federal Bureau of Investigation, requesting permission to use
the facilities of the Reading Municipal Incinerator. It was
accepted as a point of information.
The Board reviewed bids received for various materials and
it was moved, seconded and voted to award contracts to the low
bidders, as follows:

Read note from the Superintendent relative to the problem
caused by DiMartino Brothers Company, Inc. requesting the Board
to allow them to withdraw their bid. The Superintendent reported
he had conferred with Town Counsel who indicated the Board has ,
two options: first, to award the bid to DiMartino Brothers Co. ,
Inc. , eligible low bidder and if he is unable to obtain a proper
performance bond within the seven days allotted the Board could
move to take the bid deposit bond of $25,000 and be free to
award the contract to the second bidder, or the Board could if it
feels it has sufficient reason to reject all bids concerned with
the project, reject the bids and rebid the project. The Super-
intendent recommended the Contract be awarded to DiMartino Bros.
Company, Inc. as the low eligible bidder of the project subject
to his ability to provide the proper performance bond. Follow-
ing a lengthy discussion it was moved, seconded and voted to
award Sewer Contract 76-2 to DiMartino Brothers Company, Inc.
in the amount of $253,849.55 contingent upon their ability to
provide a proper performance bond.
Read note from the Superintendent reporting that it has
been suggested the incinerator be utilized as a crematory for
dead animals. It would be necessary to create a special oven
in which to place the dead animal for proper cremation but due

to the construction of the incinerator and the thin wall refrac—
tory the installation of an oven for this purpose is not practical .
The Superintendent was directed to write the Board of Selectmen
stating the use of the incinerator for a crematory is not feasible.
The Board reviewed memorandum from the Superintendent and
was directed to contact surrounding communities to see if they
have any interest in using our incinerator.
Read letter from John Farmer & Sons, Inc. of North Billerica,
Ma. , requesting to be approved as a licensed drain layer, together
with report of investigation by William McCauley, Jr. of the
Engineering Division recommending Mr. Farmer. It was moved,
seconded and voted to approve John Farmer as a Licensed Drain Layer.
A report from the Massachusetts Department of Public Works and
the Metropolitan Area Planning Council calling attention to Public
Workshop Meetings on June 10, 15 and 24th were distributed to
members of the Board. Mr. Blood reported that progress for high—
way improvements on Route 129 in Wilmington and Reading is slow.
An engineering study is now underway but the project is experienc—
ing a great deal of negative impact from citizens.
The Superintendent reported a meeting held in Cambridge re:
Hopkins St. was attended by four people opposing the improvement.
Because of this it was necessary for the County Commissioners
to hold a second hearing regarding the land taking for this project.
It was also suggested another hearing could be held in Reading in
an attempt to nullify opposition to the proposed project. The
County Commissioners will await direction from the Board of Public
Works as to whether to go ahead with the project or not. It was
moved, seconded and voted to notify the County Commissioners to
proceed with the Final Hearing for land taking as required by law.
The Board discussed a summer schedule and it was agreed to
meet June 21 , 28, July 12, August 9 and September 13th.
Read Superintendent' s recommendation re: proposed salaries for
' non—union personnel and approved Superintendent's salary at $04.83•
The Board signed the Pay Roll for the period ending June 13
and the Bill Roll dated June 18, 1976.

Chapter 80, as amended by Chapter 63 of the Acts of 1933, here-

gether with the location of the land benefited by the improve-
ment and the nature and amount of such betterment assessment.
