Meeting of the Board of Public Works opened at 7:30 P. M.
in Room 16, Municipal Building.
Present were Chairman Russell , Secretary Dustin, Board
Members Price and Botka, Superintendent Louanis and Assistant
Superintendent Bergeron.
Minutes of the previous meeting were accepted as written.
Mr. Henry P. Feeney of 20 Sweetser Avenue appeared before
the Board and requested that the height of the existing fence
between his property and Washington Park be increased in order
to protect his house from fly balls. After considerable dis—
cussion the Chairman agreed to view the area to see if anything
could be done to alleviate the problem.
Read letter from the Tennyson Club requesting permission
to block off and occupy Tennyson Road from 1 :00 P. M. to 11 :00
P. M. on Saturday June 19th for the purpose of holding an
annual cookout. It was moved, seconded and voted to close the
street from 1 :00 P. M. to 11 :00 P. M. on Saturday, June 19th,
or in the event of rain on June 26th, subject to the standard
provisions relative to alcoholic beverages, liability insurance
cleanliness of the area and police protection.
Read letter from the Church of the Good Shepherd request—
ing the use of Philip Welch Park on June 13th for a church
picnic. It was moved, seconded and voted to allow the church
to hold this annual event at the Philip Welch Park subject to
the standard provisions.
The Board signed letter to Mr. Robert Panora, Registrar
of Motor Vehicles advising him that the Board voted to grant
the Department of Motor Vehicles permission to use the Town
of Reading scale located at the municipal incinerator off John
Street during the calendar year 1976.
Meeting adjourned temporarily in order that the Board
could meet as the Board of Survey and reconvened at 7:55 P. M.
The Board signed letter to the District Highway Engineer
with local input for the Federal Aid Highway Act of 1973 con—
cerning funds to be expended for the implementation of Safety
Improvement Projects not on the Federal Aid System. ,
Mr. Price retired from the meeting to attend an emergency
meeting of the Recreation Committee.
Read Notice of Public Hearing relative to lead lined and
lead water services. Present were Carol Kalish from the Planning
Department and Mr. Arthur Reynolds of 182 Salem Street. The
Superintendent reviewed the extent of lead and lead lined water
pipes within the Town pointing out that to a great extent they
were confined to the center and older sections of the Town. Mrs.
Kalish outlined the manner in which the Town proposed to use the
Federal Funds.
The Board reviewed the sewer bids for 1976 and read letter
from DiMartino Brothers Company, Inc. the low bidder wherein they
request the Town reject their bid since they made an error in
bidding the work. Mr. Hugo DiMartino and Mr. William Tuttle
(insurance representative) were present. Mr. DiMartino noted
the areas where errors had been made and indicated he could '
lose approximately forty thousand dollars if the Board awarded
the contract to him. The Superintendent recommended to the
Board that the Contract should be awarded to DiMartino Brothers
Company, Inc. subject to their ability to provide the performance
bond. Following a lengthy discussion it was moved, seconded and
voted to table the matter until next week and the Board instruc—
ted the Superintendent to review the matter with Town Counsel .
Meeting adjourned temporarily at 9: 10 P. M. in order that
the Board could meet with the Board of Selectmen to discuss
the matter of vandalism within the Town and reconvened at 10: 15 P.M.
The Board signed Contract 76-8 for Applying Bituminous Seal
on Various Streets.
The Superintendent reported on a request for a,waed service
to the Community Garden site located off Pearl Street. The cost
of running a service to the garden area is estimated at approxima—
tely $750 and an estimate of the cost of providing a spigot at the
street line of Pearl Street is $150. It was moved, seconded and

voted to authorize the Superintendent to provide water services
just off Pearl Street at a cost not to exceed $150.
Mr. Botka reported on the Northeast Regional Recovery Pro-
ject on a meeting held June 1 , 1976 stating he felt that this
was a potential option for the Town of Reading to dispost of
its solid waste and is attempting to arrange a meeting in Reading
for a slide presentation of the project by the Bureau of Solid
Waste Disposal and Mitre Corporation. It was accepted as a point
of information.
Read letter from John T. McHugh, Faculty Advisor of the
Parker Junior High School requesting that Lowell Street be
closed from Woburn to Salem Street from 5: 30 to 8: 30 P. M. on
Monday, June 14th in order that the students of the American
Credo Club and veterans groups of Reading may conduct a public
Flag Day Program. It was moved, seconded and voted to grant per-
mission for the use of Lowell Street and to close the street as
requested subject to the standard restrictions.
Mr. Russell reported on the operation of the recycling
area viewed by him on June 12, 1976 stating that he felt that
the operation was being run inefficiently and sloppily by the
Department and instructed the Superintendent to take steps to
improve matters immediately.
The Board signed the Bill Roll dated June 11th and the Pay
Roll for the period ending June 6, 1976.
