HomeMy WebLinkAbout1976-05-10 Board of Public Works Minutes May 10, 1976 ' Meeting of the Board of Public Works opened at 7 :30 P. M. at the Reading Memorial High School . Present were Chairman Russell , Secretary Dustin, Board Members, Blood, Price and Botka and Superintendent Louanis. Chairman Russell asked for volunteers from the Board to serve on the Recreation Committee. Mr. Price and Mr. Botka in— dicated they would be willing to serve, but the meeting night of Thursday would have to be changed to some other night. After some discussion, Mr. Price was appointed to the Committee and will serve provided the Recreation Committee changes its meeting night. The Board reviewed letter from Whitman and Howard regard— ing engineering proposal for sewer design in the Willow Street Pumping District. Mr. Price abstained from the discussion. Whitman and Howard' s proposal for the engineering services was estimated at $84,000 and the proposal submitted May 3d by Weston and Sampson has an upset limit of $61 ,200. The Board discussed the capability of both engineering firms and it was moved, seconded and voted to award the contract to the firm of Weston and Sampson at an upset limit of $61 ,200 and to sign the contract. Read report from D. L. Maher regarding maintenance test on gravel wells 13 and 15. The Superintendent reported to the Board the condition of these wells constitutes an emergency situation for the Water Department and a contract has been prepared, bids have been advertised to Clean and Repair Gravel Walled Wells 13 and 15 and bids will be received on May 13• This situation also creates a financial problem for the Water Department and funds will have to be obtained from another source. After considerable dis- cussion, it was moved, seconded and voted to request a transfer from the Finance Committee for funds sufficient to complete this work. The Board discussed the type of legal counsel that might best serve the Town. There were three possibilities considered. 1 . A full time Town Counsel who would be`. available for Town business on a full time basis. 2. Town counsel law firm as is now being used, and , 3. A combination of one and two which would make it possible for the Town to have a full time counsel with ability to hire expertise as needed. The general consensus was to continue with the law firm form of Town Counsel . Chairman Russell reported that Mr. Botka' s Community Garden Project got off to an excellent start on May 5th. There was a good turnout and a committee had been formed to begin a Community Garden in Reading. The Board signed the Pay Roll for the period ending May 9 1976 and the Bill Roll dated May 14, 1976.
