HomeMy WebLinkAbout1976-04-26 Board of Public Works Minutes April 26, 1976 Meeting of the Board of Public Works opened in Room 16, Municipal Building at 7:30 P. M. Present were Secretary Dustin, Board Members Blood, Price and Botka, Assistant Superintendent of Engineering Bergeron and Superintendent Louanis. Mr.r Dustin assumed the Chair in the absence of Chairman Russell . Minutes of the previous meeting were accepted as written. The Board met with Bruce N. Morang from the Reading Company of Minute Men. Mr. Morang outlined the two mile route to be taken by the Reading Company of Minute Men on their Founders ' Day Parade May 22, 1976 commemorating the Bicentennial Year and requested the support of the Board of Public Works in closing a portion of Arthur B. Lord Drive and Birch Meadow Drive from 12:30 to 4:00 P. M. Following a general discussion it was moved, seconded and voted to authorize the Superintendent to take what- ever action necessary to close off Birch Meadow Drive and/or Arthur B. Lord Drive for the formation of the parade. Mr. Botka outlined the progress to date relative to the community garden project stating a parcel of land off Pearl Street is available for use. Mr. Botka related the manner whereby other Towns are handling a project of this kind stat- ing in some instances a fee of $10.00 is charged in an effort to limit the use of the land to those who are definitely in- terested in the project. The Superintendent suggested that in order to determine the extent of interest in a project of this nature an item be published in the Reading Chronicle calling attention to a public meeting to be held Wednesday, May 5 at 7: 15 P. M. in order that interested residents may attend. ' Read Notice of Public Hearing regarding taking of ease- ments for drainage and sewerage purposes in Meadow Brook Lane Grove Street, Collins Avenue, Pearl Street etc. No one attended the Hearing. The Hearing was closed. It was moved, seconded and voted to take the easement as presented by the notice read by Acting Secretary Blood. ' Messrs. Benjamin Nichols and George Perry, representing the Town Forest Committee appeared before the Board. Mr. Nichols acted as spokesman stating that a parcel of land con- taining 8.8 acres owned by Chester Ellison has been offered for sale to the Town for the sum of $1 ,000 per acre. Mr . Nichols requested the support of the Board at Town Meeting when funds are requested under Article 42. It was moved, seconded and voted to support the Town Forest Committee in their endeavor to obtain this land under Article 42 and to authorize the Chairman or his designee to notify Town Meeting of the Board 's recommendation. It was moved, seconded and voted to postpone action on letter from Babcock Equipment Rental . The Superintendent brought to the attention of the Board the possibility of obtaining 90% funding from the State and ' Federal Goverment for main sewers and laterals within the Willow Street sewerage pumping district. It was moved, seconded and voted to request the Finance Committee to approve funding up to $800,000 and to move for such funding under Article 24 at the Annual Town Meeting. The Board reviewed Article 29 of the Annual Town Meeting. This Article is for payment of land takings in Woburn and will authorize the Board of Public Works to request the Board of Selectmen to take the land and pay land damages and $15,000. must be transferred from available funds for this purpose. It was moved, seconded and voted to request the Finance Committee to approve the transfer of such funds.
