' Meeting of the Board of Public Works opened at 7:30 P. M.
in Room 16, Municipal Building.
Present were Chairman Russell , Secretary Dustin, Board
Members Blood and Price and Superintendent Louanis.
Minutes of the meeting of March 29th were accepted with
correction.
Read letter from the Office of the County Commissioners
stating a second hearing will be held on the petition on file
for the relocation and specific repairs of Hopkins Street from
Main Street (Route 28) to the Wakefield Town Line on April 20th
at 10:00 A. M. Mr. Blood volunteered to attend the Hearing
with the Superintendent.
The Chairman reported negotiations with the Finance Com-
mittee had resulted in a $14,000 overall cut in the Public Works
Budget, as follows: $12,000 cut in Snow and Ice, $500 cut on
' trees in Forestry and $1 ,500 cut from the Street Sweeping pro-
gram. The Board requested new Budget Sheets for the affected
accounts.
Read letter from Weather Services Corporation enclosing
agreement covering the period July 1 , 1976 through June 30, 1977
and calling the Board' s attention to the increase in the service
fee. The Superintendent reported the service is of value in
that advance warning in the event of a storm allows time to
call in employees to work on plowing thereby providing a more
smooth and efficient operation. It was moved, seconded and voted
to approve the service agreement and the Superintendent was dir-
ected to sign the agreement.
Mr . Smith of the Middlesex Chapter of Reading DeMolay appeared
before the Board and requested permission to use the dump facilities
on Sunday, April 25th. He stated that to earn money for their
' Chapter the young men from DeMolay were requesting their neighbors
and friends to sponsor them in their project to clean up the
Birch Meadow complex. It was moved, seconded and voted to allow

DeMolay to use the facilities at the dump on April 25, 1976
and the Board expressed thanks to Mr. Smith for the effort to
be expended by the DeMolay boys in this worthwhile project. '
Mr. Botka joined the meeting.
Read Notice of Public Hearing regarding the proposed ex-
tension of the main sanitary sewer in Belmont Street from Pearl
Street to Chequesette Road. Six people attended the Hearing.
The Chairman stated that as requested by the residents Belmont
Street had been moved forward one year since residents on two
other streets had requested the program be delayed. The Chair-
man delivered a short presentation relative to the proposed
sewer extension covering the items of sewer frontage assessment,
sewer house connection, sewer rental charges and the methods of
payment available to the home owner. Following a question and
answer period it was moved, seconded and voted to close the
Hearing. Mr. Bergeron answered technical questions relative to
individual lots at the conclusion of the Hearing. '
Bids on Contract 76-7 Incinerator Maintenance and Repair
Work including Welding Reinforcing Plates on One Electrostatic
Precipitator were received on April 1 , 1976, as follows:

Following a short discussion it was moved, seconded and voted to
award Contract 76-7 to Machinery and Steel Service Company, Inc.
the low bidder, subject to their ability to furnish all the bonds
required in the Contract.
The Board reviewed bids opened on March 25, 1976 for chemi-
cals required for treatment of Town water . It was moved, seconded
and voted to award contract for chemicals for the fiscal year be- ,
ginning July 1 , 1976 to the low bidder in each instance, as follows:

The Superintendent reported that the Garden Club had suggested
an elevated planter be placed in the Common flanked by yews and
other shrubs. An elevated planter could conceivably impede vis-
ibility in this particular location and therefore it was suggested
the Superintendent use his good judgment and perhaps bank the area
somewhat in order to more effectively display the planned floral
arrangement by the Garden Club.
The Superintendent gave a progress report concerning the
proposed community garden project, stating that other towns had
enjoyed a degree of success and suggested that the area at Bear
Hill could be utilized for this purpose. Mr. Botka reported that
Mrs. Smith of the Garden Club has someone in mind who would be
interested in the organization of such a program. It was accepted
' as a point of information.
The Board reviewed the suggested dates for opening the Re-
cycling Area and the Town Dump for the receipt of yard rakings,
etc. , as a result of spring cleanup. It was moved, seconded
and voted that the Recycling Area and the Dump be open from 8:00
A.M. until 4:00 P.M. every Saturday starting April 10 through and
including June 19th at which time the schedule would revert to
.the first and third Saturday opening.
The vote on the Hearing held earlier in the evening was 6
in favor and 0 opposed. It was moved, seconded and voted to
approve the Belmont Street sewer main extension and assess better-
ments accordingly.
It was moved, seconded and voted to accept the Finance Committee
recommendation regarding the Budget for the forthcoming year.
The Board signed the Payroll for the period ending April
' 4 and the Bill Roll dated April 9, 1976.
