Meeting of the Board of Public Works opened at 7:30 P. M.
in Room 16, Municipal Building.
Present were Chairman Russell , Secretary Dustin, Board
Members Blood and Botka and Superintendent Louanis.
Minutes of the meeting of March 15 were accepted as written.
Read copy of memorandum from Carr Research Laboratory, Inc.
to the Reading Conservation Commission concerning the Master
Drainage Plan for the Town of Reading wherein it is stated a
meeting was held with representatives of Whitman and Howard,
Inc. on March 1 , 1976. The report suggests that the Board of
Public Works and the Conservation Commission present a unified
front to prospective developers. It was accepted as a point of
information.
Read letter from Mr . A. C. Hayes, Director of Sewerage
Division of the M. D. C. stating that permission to make a 30-
inch connection at Station 36 + 88, Section 90, in Woburn was
granted on March 16, 1976. It was accepted as a point of infor-
mation.
The Board reviewed letter from Richard A. Fink, Investment
Analyst for United States Steel and Carnegie Pension Fund, Inc.
consenting to an easement through their property providing the
Town will relocate the drainage and sewer pipes at a future time
in the event the requested area becomes burdensome. It was moved,
seconded and voted to take the land by eminent domain.
Read Notice of Public Hearing regarding the Petition of the
New England Telephone and Telegraph Company and the Town of
Reading Municipal Light Department to locate a pole (steel stub)
on the southeasterly side of Libby Avenue approximately one hun-
dred eleven feet southwesterly of A Street and also southeasterly
' side of Libby Avenue approximately one hundred thirty-four feet
southwesterly of A Street, remove one pole (steel stub) . Present
were Harvey E. Tweedy, 29 Libby Avenue and Mr. George Cooley who
represented the N. E. Telephone and Telegraph Company and ex-
plained the pole was needed as another abutter (Mrs. Doucette)
had requested the wire be removed from a tree on her property.
Mr. Tweedy stated he had no objection to the placement of the
pole on the property line. The Hearing was closed. It was
moved, seconded and voted to grant permission for the joint
pole location to the New England Telephone and Telegraph Company
and the Reading Municipal Light Department. Mr . Blood abstained
from the discussion and the vote.
The Board reviewed the draft of the Town Report. A few
minor changes were suggested and it was moved, seconded and
voted to accept the Report and submit it to the Town.
The Chairman informed the Board Members there would be a
meeting with the Finance Committee March 30 at 8:30 P. M. and
topics for discussion would be special parks, water study and
sewer bonds.
Following a review of bids for manhole and catch basin cast- '
ings it was moved seconded and voted to award the contract to
E. L. LeBaron Foundry Company the low bidder for materials con-
forming to the Town of Reading specifications, as follows:
Manhole ring and cover marked 'D' . . . . . 102.25 per unit
Manhole ring and cover marked 'S ' . . . . . 102.25 per unit
Catch basin frame and grate . . . . . 100.00 per unit
It was moved, seconded and voted to award the contract for
street sweeping to William E. O'Brien and Sons, at $19.85 per
hour, the low bid.
The Superintendent was directed to send the abutters on
Norman Road a revised estimate of cost for street acceptance.
It was moved, seconded and voted to recommend to the Annual
Town Meeting that Twin Oaks and Norman Roads be accepted as
public ways.
The Board signed the following:

Bill Roll dated April 2, 1976
Minutes - continued March 29, 1976
Meeting adjourned temporarily in order that the Board meet
as the Board of Survey and reconvened at 8:35 P. M.
Chairman Russell reported to the Board that the recycling
group known as Return had offered to donate a magnetic table to
the Town for the separation of ferrous metal and aluminum cans.
After considerable discussion it was agreed that the Superinten-
dent could accept the magnetic table on a trial basis to determine
its practical application for the Department.
Mr. Botka reported that he and the Superintendent had attended
a Hearing on the North Eastern Water Supply Study being prepared
by the Corps of Army Engineers and distributed an interim report
to the Board.
The Superintendent reported to the Board that serious unrest
was developing among the non-union employees of the Department
and in the Town Hall because of the Town' s failure to enact a
' Personnel By-law that would bring the non-union to equity with
the union personnel and because some departments were granting
benefits beyond the limits allowed by the Personnel By-law,. If
this situation is not corrected it will probably result in further
unionization of the Department. *

of Reading, in compliance with the provisions of General Laws,
Chapter 80, as amended by Chapter 63 of the Acts of 1933, here-
by certify that the lists herewith contain the names of per-
sons against whom we have made betterment assessments, to-
gether with the location of the land benefited by the improve-
ment and the nature and amount of such betterment assessment.

Such list is certified to you for the purpose of
committing the same to the Tax Collector, as provided by law.
