Meeting of the Board of Public Works opened at 7:30 P. M.
in the auditorium of the Community Center, 52 Sanborn Street.
Present were Chairman Russell , Secretary Dustin, Board
Members Blood and Botka and Superintendent Louanis.
Read Notice of Public Hearing relative to the laying out
as Public Ways under the Betterment Act a portion of Randall
Road, Johanna Drive and Arrow Circle. Approximately twenty-five
people attended the Hearing. Routine questions were asked of
and answered by the Board and the Superintendent. Mr. Price
and Mr. Trudeau joined the meeting at 8: 15 P. M. The Hearing
was closed.
Meeting adjourned temporarily and reconvened in Room 16,
Municipal Building.
Minutes of the previous meeting were accepted as written.
Read letter from the Department of the Army, New England
' Division, Corps of Engineers announcing a Public Meeting on the
Northeastern United States Water Supply Study to be held at 7:30
P. M. on 23 March 1976 in the Pollard Junior High School 200
Harris Avenue, Needham, Massachusetts. The Superintendent and
a Board Member will attend the meeting. Accepted as a point of
information.
Read letter from Massachusetts Department of Environmental
Quality Engineering in Tewksbury stating that samples of our
water supply submitted during 1975 met the requirements as to
bacteriological quality. It was accepted as a point of infor-
mation.
The Board discussed the Park Construction Program for FY-77-
It was moved, seconded and voted to approve the program submitted
by the Superintendent with the Board's modifications and submit
' it to the Finance Committee.
A group representing 4-H leader 's Mac Pac appeared before
the Board requesting a larger parking area be made available
for them at Batchelder Field. The Board pointed out that funds
are not available at this time to accomplish a program of this
nature and suggested the committee present a proposal at a
later date. The Board agreed to use sand and crank case oil to
recondition the track at the horse ring.
Meeting adjourned temporarily at 9:25 P. M. to meet as the
Board of Survey and reconvened at 9:50 P.M.
The Board reviewed the record of vote for the Sewer Hearing
held February 23, 1976. Following a discussion it was moved, se—
conded and voted to install the Sanitary Sewer in the following
streets and assess betterments accordingly: A, H, E, Pearl , Main
and Grove Streets, Meadow Brook Lane, Heritage Drive, Libby and
Collins Avenues and 3417 ' of interceptor and to delete Short,
Mill , B and Main Street (Pearl St. north) from the program at
this time. Mr. Dustin requested the Board review the proposed
location of the sewer pumping station at the end of Collins Ave.
After a discussion of the safety factors involved, the physical
appearance and the cost to relocate the station it was agreed
it should be constructed as proposed in the center of the circle ,
at the end of Collins Avenue.
The Board reviewed Notice of Special Town Meeting, March
22, 1976 and it was agreed that the Board had no business to
bring before this meeting.
The Superintendent reported that he had arranged a meeting
with Mr. Anderson of the American Mutual to discuss the possibility
of acquiring 8.6 acres owned by them either by lease or purchase
for future sanitary landfill area. It was accepted as a point of
information and the Superintendent was instructed to proceed with
negotiations and keep the Board informed of the program.
The Board reviewed Finance Committee minutes of February 12,
1976 showing a cut of $50,500 in several Public Works items.
After some discussion Mr. Trudeau was asked to set up a meeting
with the Finance Committee on March 9 or 11 to give the Board an '
opportunity to reinstate that cut.
The Board signed the Pay Roll for the period ending February
29 and the Bill Roll dated March 5, 1976.
