Meeting of the Board of Public Works opened at 7:30 P. M.
in Room 16, Municipal Building.
Present were Chairman Russell , Secretary Dustin, Board
Members Blood, Price and Botka and Finance Committee Member Don-
ald Trudeau.
Minutes of the previous meeting were accepted as corrected.
The Superintendent advised the Board it would be necessary
to appoint a representative to act for the Board for the applica-
tion of the construction-grant from the U. S. Environmental Pro-
tection Agency and Massachusetts Division of Water Pollution Con-
trol . Following a brief discussion, the Board appointed the
Superintendent to act for the Board. (Signed appointment attached. )
Mr. Peter Frechette, 60 Sanborn Street appeared before the
Board objecting to the fact that his car had been towed to a local
garage during a recent snow storm. A lengthy discussion ensued.
The Superintendent was instructed to have an article placed in the
next issue of the Reading Chronicle citing the ordinance prohibit-
ing parking cars in the streets and in municipal parking lots over-
night. It was moved, seconded and voted to review the parking
situation and the Chairman advised Mr. Frechette that he would be
contacted when further information was available.
It was moved and seconded to go into Executive Session with
the Board of Selectmen to discuss labor negotiations and to resume
in open session. Roll call vote, as follows: Mr. Botka, Mr.
Price, Mr. Blood, Secretary Dustin and Chairman Russell unanimously
in favor.
The Board returned from the Executive Session meeting with
the Selectmen at 9: 15 P. M. and the meeting continued in open
session.
Read note from the Superintendent relative to abatements due
property owners as a result of negotiations for easements, right-
of-ways or takings in the past. It was moved, seconded and voted
to abate Three Hundred and Forty-five dollars of the cost of the
sewer house connection on property at 76 Grove Street owned by
Harold E. and Susann M. Tinney, abate the entire cost of the
sewer house connection ($1 , 186.25) on property at 65 Grove Street
on property owned by Ralph B. E Charlene R. Davis; abate Four
Hundred Dollars of the cost of the 1972 sewer house connection at
59 Grove Street on property owned by Robert J. and Agnes L.
Buttery; abate Six Hundred and Fifty-five Dollars and Twenty cents
($655.20) of the sewer frontage assessment on the property at
588 Pearl Street owned by George L. Alteriso in lieu of granting
an easement to the Town through his property; abate Eight Hundred
and Eighty-six Dollars and Fifty Cents ($886.50) on property at
166 Wakefield Street owned by James N. Boyd, Jr. as consideration
for an easement to the Town through the Boyd property and lastly
abate 0 ghty Dollars on property on Twin Oaks Road owned by Wilma
L. Pierce billed in error .
The Board reviewed bids opened on January 6, 1976 for trees
and shrubs. Following a brief discussion it was moved, seconded
and voted to award the contract to the low bidder, Bigelow
Nurseries of Northboro, Massachusetts.
It was moved, seconded and voted 4 in favor, Mr. Russell
opposed, to adjourn at 10:00 P. M.
The Board continued a review of the FY-1977 Budget concen-
trating on the section concerning the Water Department.
The Board signed the Bill Roll dated January 16 and the Pay
Roll for the period ending January 11 , 1976.
It was moved, seconded to adjourn at 10:00 P. M. The vote
4 in favor, Mr. Russell opposed. �,0

Public Works to act as representative of the Town
