December 8, 1975
Meeting of the Board of Public Works opened at 7:30 P. M.
in Room 16, Municipal Building.
Present were Chairman Russell , Board Members Blood, Price
and Botka, Superintendent Louanis and Donald Trudeau from the
Finance Committee.
Minutes of the previous meeting were accepted with addition.
Read letter from Newell H. Morton, Chairman of the Committee
re: "Christmas on the Common". Following a brief discussion it
was moved, seconded and voted to close the section of Salem
Street between Lowell and Main Streets (Route 28) to vehicular
traffic from 3:30 to 6:00 P.M. on December 21 , 1975 and to erect
the viewing stand at a mutually convenient location, subject to
the standard restrictions as follows: proper liability insurance
be obtained, the area be policed and be returned to its original
condition following the event and no alcoholic beverages be allow—
ed at the site.
Mr. James Blomley, Municipal Light Department appeared be—
fore the Board and reviewed the facts as presented to the Board
by Mr. Carson on December 1 , 1975• The installation of a new
pole 168' northeasterly of existing pole 171/14 was requested by
the residents of the area in order that additional lighting could
be supplied and the Plan submitted by the Municipal Light Depart—
ment conforms to the standards set by the Department of Public
Utilities. It was moved, seconded and voted to grant permission
to the Municipal Light Department to install the pole.
Read letter from John E. Rotondo requesting permission to
construct a drainage ditch on his property at 333 (Lot 1 ) Haver—
hill Street. It was moved, seconded and voted to approve the
Plan as prepared by Hayes Engineering dated October 3, 1975 and
to grant permission to Mr. Rotondo to pipe the drainage ditch at
his expense in accordance with the Plan.
The Board agreed to meet on December 15, 1975 and resume
a normal schedule of meetings on January 5, 1976.
Read letter from Mr. Bernard J. Silva of 33 Marla Lane re-
garding his sewer frontage assessment. The Board instructed ,
the Superintendent to write to Mr. Silva explaining the Board's
policy regarding sewer frontage assessment.
Secretary Dustin joined the meeting.
It was moved, seconded and voted to assess betterments as
follows:
Sewer frontage $ 118,810. 19
Street 5,490.58
Sidewalk 795.57
Curbing 915.71
Sidewalk and curbing 330.20
Sewer House Connection 102.283.47
Total assessment $ 228,625.72
and the Board signed the commitment letter attached hereto.
The Board signed the Pay Roll for the period ending Decem-
ber 7th and the Bill Roll dated December 12, 1975.
Mr. Blood reported that the Final Hearing of Phase 1 of
the Alteration and Relocation of Route 129 in Wilmington was
to be held in Wilmington Town Hall December 10, 1975 at 7:30 '
P. M. and the final draft had been completed. The report con-
tained information indicating a significant environmental impact
to the Reading water system. The Superintendent or his designee
were requested to attend the Hearing.
Meeting adjourned at 8:45 P. M.

of Reading, in compliance with the provisions of General Laws,
Chapter 80, as amended by Chapter 63 of the Acts of 1933, here-
by certify that the lists herewith contain the names of per-
sons against whom we have made betterment assessments, to-
gether with the location of the land benefited by the improve-
ment and the nature and amount of such betterment assessment.
