HomeMy WebLinkAbout1975-11-24 Board of Public Works Minutes November 24, 1975 Meeting of the Board of Public Works opened at 7:30 P. M. in Room 16, Municipal Building. Present were Chairman Russell , Secretary Dustin, Board Mem- bers Blood, Price and Botka and Superintendent Louanis. Minutes of the previous meeting were accepted as written. Read letter from Paul O'Brien, 22 Pasture Road thanking the staff of the Board of Public Works for the quality of work per- formed in restoring the easement at his residence. It was accepted as a point of information. Read letter from the Office of Tyler and Reynolds and Craig relative to procedure to be followed when filing legal documents. It was accepted as a point of information. The Board signed the Order of Taking for Drainage and Sewer- age Purposes through land owned by Edward C. Donnelly et al . The Board met with Ms. Lynn Stasz and Ms. Jean Cary repre- senting R.E.T.U.R.N. and Mr. Benjamin Nichols and Mr. Dan Driscoll representing Boy Scout Troup 702 to discuss the paper drive to be conducted in December utilizing the Town Hall Parking Lot for a collection site. A lengthy discussion ensued concerning the matter. The Board pointed out that the real issue was the saving to the Town due to the fact that burning time at the incinerator was reduced by collecting paper as well as other items for recycling and efforts of civic organizations devoting time and energy for this purpose were greatly appreciated. The Board indicated also that they were prepared to support R.E.T.U.R.N. and the recycling effort at Town Meeting. The meeting scheduled at 7:45 P. M. with Mr. Kasmet of R. M. Bradley and Company, Inc. regarding the proposed development of land off John Street was postponed for one week. A field trip to the Water Treatment Plant is scheduled to take place at 10:00 A.M. on January 4, 1976. The Board met with Mr. Brewster Fuller and Mr. Richard Merrikin from the firm of Whitman and Howard to discuss the Master Drainage program. Mr. Merrikin presented a letter to the Board outlining the progress to date on the planned program in- cluding design criteria of the area. ( letter attached) A dis- cussion ensued relative to the program as presented and in particular the design criteria and how it inter-relates with the Conservation Commission 's concept and objectives. It was agreed that it would be beneficial for Whitman and Howard to discuss the design criteria with the Conservation Commission' s expert, Dr. Carr, prior to a meeting with the Board of Public Works and the Conservation Commission, Whitman and Howard and other experts necessary to develop a uniform design criteria acceptable to both the Conservation Commission and the Board of Public Works. Read letter from Rev. Msgr. Russell J. Collins, memorandum from the Superintendent together with sketch and proposal con- cerning the widening of the driveway entrance and exit to St. Athanasius Church at 300 Haverhill Street made necessary due to the closing of the other entrance to the church parking area from Charles Street. The Superintendent reported the Engineer- ing Division had found the Plan to be based on sound engineering principles. It was moved, seconded and voted to approve the widening of the entrance and exit to St. Athanasius ' Church parking area as indicated on the sketch attached. Read letter from Gray's, Inc. of 15 High Street requesting permission to remove a portion of the existing curbing located in front of their used car lot. A discussion ensued. It was moved to grant Gray' s, Inc. , 15 High Street, Reading permission to remove all of the curbing in front of their used car lot to a total of fifty-five feet more or less. It was seconded and voted. Road Read letter from residents of Beaved requesting a meeting with the Board to discuss the easement running parallel to Beaver Road. It was agreed to invite Mr. Becker and his neighbors to the next meeting of the Board, December 1 , 1975 at 7:45 P.M. , Minutes — continued November 24, 1975 ' Read note from Superintendent regarding a course in "Improv— ing Management Skills" at the University of Massachusetts in Amherst. Following a discussion, it was moved, seconded and voted to approve the tuition cost of $295.00 and to reimburse Mr. McIntire for expenses for registration, travel , lodging and meals incurred by him from January 28 through and including the 30th, 1976 in conjunction with this program. Flyer outlining the seminar is attached. Read letter from Steven Perry concerning an unfortunate acci— dent on November 18th when Mrs. Perry fell into an open catch basin near the corner of Wells and Forest Glen Roads. The cover of the basin had been removed by vandals. An accident report had been sent to the insurance company representing the Town and the Superintendent was instructed to write a proper letter to Mr. Perry. The Superintendent was instructed to secure all basins ' in the best known available manner as soon as possible and to con— tinue searching for a more permanent solution. Read memorandum from the Executive Secretary indicating where controllable costs are being expended. It was accepted as a point of information. The Board signed the Bill Roll dated November 28, 1975 and the Pay Roll for the period ending November 23, 1975. Meeting adjourned at 10:00 P. M. Resa ectfully submitted, Secretary WHITMAN & HOWARD. The items which have been worked on to date are as follows: 1. Major drainage areas have been delineated and a pre- liminary breakdown of smaller drainage areas in the northern section of the Town has been completed. D2. Base sheets have been prepared. 3. Department of Public Works Files are being examined and available drainage information as being correlated. 9. Town Zoning Regulations and Board of Survey Regulations are being examined and preliminary criteria to be used in the Master Drain Study have been established. S. All available information from government sources is being obtained for use in the study. If you have any questions concerning the progress to date we shall be pleased to answer them.
