HomeMy WebLinkAbout1975-07-16 Board of Public Works Minutes July 16, 1975 I Meeting of the Board of Public Works opened at 6:00 P.M. in Room 19, Municipal Building. Present were Chairman Russell , Secretary Dustin, Board Mem- Bottka bers Blood,rand Price and Superintendent Louanis. Minutes of the meeting of July 7th were amended to include the words "for one new 1975 Massey-Ferguson Backhoe and Front End Bucket on Wheel Type Tractor Model MF-7011 in the fourth paragraph. The following residents of Batchelder Road appeared before the Board to discuss the location of the proposed horse ring in Batchelder Field: Alban G. Sheehan, Mary C. Sheehan, Louise Marchand, Violet Sverker and Melvin C. Sverker. After consider- able discussion the following seemed to be their principle con- cern: (1 ) The location was too close to their homes and will cause a dust problem. (2) Access through their private property to the horse ring is and will become a problem. (3) Use of the horse ring by citizens other than the Town of Reading possibly from North Reading. (4) Mini bikes will become a problem. (5) The location of the proposed children 's play area is presently a "den of inequity". (6) The horses may break loose and run un- controlled in the area. The Board took the matter under advise- ment and the issue will be discussed at a future meeting. Meeting adjourned temporarily to meet as the Board of Survey and reconvened at 7:00 P.M. The Board reviewed bids received on June 26, 1975 for a Pick-up Truck Chassis, Cab and Body. It was moved, seconded and voted to award the contract for a new Ford F-250 to Stoneham Motor Company in the amount of $4, 260.00. Bids received June 26, 1975 for a new dump truck, chassis cab and body were reviewed and following a discussion it was moved, seconded and voted to award the Contract for a Diamond Reo Model DT-10142 Chassis-Cab-Body to Truck Center, Inc. , in the amount of $23,914.00. The Board reviewed bids received on July 3, 1975 for a new truck, chassis and cab and high velocity cleaning machine. Follow- ing an examination of the bids it was moved, seconded and voted to award the contract for one new Truck, Chassis and Cab and High Velocity Cleaning Machine to Timberland Machine, Inc. in the a- mount of $20, 199. Bids received on June 10, 1975 for one Truck, Cab, Chassis and Aerial Lift for the Tree Department were reviewed and it was moved, seconded and voted to award the Contract for one Cab, Chassis, Truck and Aerial Lift to Consolidated Utility Equipment Service, Inc. ( 1-Asplundh Lift Model LR-50) in the amount of $21 ,932.95 and one 1975 I .H.C. Model 1700 Chassis in the amount of $8,371 .40 or a total of $30,304.35 to Consolidated Utility Equipment Service, Inc. The Board reviewed bids received on July 10, 1975 for a new 7-Gang Mower and it was moved, seconded and voted to award the bid for one Tractor with a seven gang mower to Sawtelle Brothers, Inc. in the amount of $12,995.00 less trade-in allowance of ' $2,000.00 or the net amount of $10,995.00. The Board reviewed the bids on Sanitary Sewer Contract 75-10 as follows: North Construction Company, Inc. $180,516.51 DiMartino E Civitarese 196,704.01 Charm Construction Company 212,271 .33 Pitt Construction 212,944.00 Pelletier E Milbury 222,778.00 N. Cibotti 245,812.00 Engineer Estimate 222,377.50 It was moved, seconded and voted to award the contract to North Construction Company, Inc. in the amount of $180,516.51 subject to their ability to provide the proper performance bond. The Board read note from the Superintendent regarding tak- ing drainage and sewer easement through lands of Edward C. Donnelly, Jr. et al from Main Street westerly to Subdivision known as Terrace Park with the recommendation that the Board vote to take the easement by eminent domain. After considerable Minutes - continued July 16, 1975 discussion Mr . Dustin moved, Mr. Blood seconded and it was voted to proceed with the negotiations and obtain the easement. Mr. Blood moved and Mr . Dustin seconded that the Board take the easement and sign the Order of Taking. The vote was 4 in favor and Mr . Price opposed. The Board reviewed note from the Superintendent regarding the drainage problem at Hemlock Road. Proposal #1 would pipe the open ditch for about 80 feet between Pine Ridge and Hemlock Roads at an estimated cost of $3,650. Proposal #2 would construct a headwall at the existing pipe and clean out the existing brook to a uniform cross section at an estimated cost of $1 ,060. It was moved, seconded and voted to proceed with proposal number two and also attempt to obtain a drainage and sewerage easement from the abutting property owners to the open ditch providing it could be obtained at no cost to the Town .
