Meeting of the Board of Public Works opened at 7:30 P.M. in
Room 16, Municipal Building.
Present were Chairman Russell , Secretary Dustin, Board Mem-
bers Blood and Price and Superintendent Louanis.
Minutes of the previous meeting were accepted as written.
The Board reviewed the bids received June 5, 1975 for a new
Backhoe and Front-end Bucket on a wheel-type Tractor. Memorandum
with comments by the mechanic was considered. Following a lengthy
discussion it was moved, seconded and voted to award the contract
to E. J. Bleiler Equipment Company, Inc. in the amount of $22,605
as per their bid.
Read Notice of Public Hearing regarding the proposed exten-
sion of the sanitary sewer system in Lakeview Avenue, Oakland Road
and Marla Lane. Chairman Russell explained the procedure followed
relative to the construction schedule and the assessment of better-
ments. Following a short discussion with the abuttors it was moved,
seconded and voted to close the Hearing.
Read letter from Minute Man Resources and Refuse Disposal
Council stating that the newly formed 128 West Recovery Council
had elected a steering committee and that they would notify the
members of a future meeting. Point of information.
The Hearing scheduled at 8:30 P.M. relative to Easement for
Drainage and Sewerage on Charles Street was canceled.
Due to the lack of precipitation recently the Board discussed
the possibility of a water shortage during the remaining weeks of
summer. The Board instructed the Superintendent to contact the
Reading Chronicle and request a news item be published citing the
lack of recent rain and suggesting voluntary reduction in the use
of water in the hope that conservation will eliminate the necessity
of restriction. It was moved, seconded and voted that the Super-
intendent and as many Board Members as are available be authorized
to place a ban on the use of water if the need should arise, that

the residents be advised by means of a hand delivered notice
and further the residents be notified when the ban is lifted.
The Board discussed at length the several Proposals sub- ,
mitted regarding the Master Drainage Plan. (Mr. Price abstained. )
Following the deliberation the Superintendent was instructed to
request the Engineering Division to comment on the proposals sub-
mitted by Whitman and Howard and by Weston and Sampson and in
addition to invite representatives of each firm to appear before
the Board in September for a further presentation.
The Board signed the Pay Roll for the period ending July 6
and Bill Roll 52-A dated June 30th, 1975.
Received report from the Engineering Division on the Hearing
held earlier in the evening. Results of the vote was 7 in Favor
and 0 in Opposition to the installation of the sanitary sewer.
It was moved, seconded and voted to proceed with the sanitary
sewer on Marla Lane, Oakland Road and Lakeview Avenue and assess
betterments accordingly.
