Ms. Longley called meeting to order at 7:00 pm
Ms.Longley announced 125 and 126 Azalea Circle continued at the applicants request to
November 14, 2018.
RDA 2018-10 288-292 Grove St.,Meadowbrook Golf Club
Jack Sullivan added a sump and trench drain at the low point of the new design. This will pick
up all infiltration up to the 100 year storm. The new drainage meets stormwater standards and
the drainage system will contain the entire 2 and 10 year storm.
On Grove Street a section of green space was added with vertical granite curbing. Prior to this
this area was paved.This is an effort to prevent street parking without adding signs.
Mr. Flynn asked about the turning radius of trucks entering and exiting the property, followed up
with a question about the overflow elevation.
The applicant needs to meet with the CPDC one more time.
Ms. Scanlon asked about why there is no more planting within 100 foot buffer zone other than
the rain garden and the grass area by the road.
There are no other plantings the applicant told us.

The new stormwater gives a 20%reduction of post peek rates and a 63%reduction in volume of
runoff. The standard hundred year storm is 7.9 inches and the stormwater structure will handle
all up to 4.8 inches of water. In the past all stormwater flowed to the street.
An O&M plan was provided to the commission Mr. Pinette asked a follow up question regarding
the spillway.
A motion was made to close the meeting Mr. Flynn seconded Mr. Pinette a motion was made to
issue a negative determination checking off N4 Mr. Flynn seconded by Mr. Pinette.

The Commission discussed correspondence concerning the file number and the DEP response.
After reading the email from DEP's Pam Merrill the Commission accepted the explanation and
understood that he file number has been issued for this project.
Applicant Brian Morin addressed to Commission and asked if they were any questions for him
concerning the project.
The Commission went to the site and reviewed the wetland line moving flag 5A up 7 feet and
connecting it to flag 7A removing flag 6A altogether.
Ms. Scanlon asked about saving 4 trees out of the 10 trees slated for removal. The Commission
discussed the trees with the applicant and decided to save 2 16"Oak trees located close to the 25
foot ZNV line.
The application was asked to pull up the concrete pad found next to the shed.
The application was asked to provide a new plan with all the changes discussed at tonight's
meeting. The commission list of conditions for this project, save(2) 16 inch Oak trees located on
a 25 foot line,pull up any concrete or construction material found on the site and dispose of
offsite. The lawn will not extend beyond the limit of work line shown on the September 18,2018
Plan,all trees planted will be native to the northeast with the locations to be determined in the
field with the Conservation Administrator.

A new plan was presented by the applicant were flag WF6A was eliminated.The commission
asked that the tree warden be notified about the two trees by Ashley Place slated to be removed.
The trees in the back of the house,prior to removing them the commission will verify the trees to
be cut down and there locations during the project.The commission reviewed the Order of
Conditions and asked to move the 1000 gallon drywell to avoid tree driplines.

Correspondence:
The Commission received a letter from the Goddard school requesting the stormwater
monitoring program be extended to every 7-8 years instead of the current 1 year process now in
place.
The Commission agreed to five-year stormwater monitoring with a report sent to the
commission. If sediments are still within the allowable range the Commission will agree end its
stormwater monitoring of the site,but recommends the monitoring continue.

Land Gift
Mr. Latham Land Gift was discussed. Ms. Scanlon and Mr. Hayes both evaluated the property
and gave a report.
The Commission declined the offer a letter will be sent to Mr.Latham.

The Commission has been invited to 364 Lowell St. on Monday the 29"to review the work in
the wetland and stream for approval and discussion of next steps needed.
The logistics of the Commission's Christmas party was discussed

Mr. Pinette had pictures of five cars parking in the no parking area next to the dumpster and the
right-hand side.Ticketing and enforcement was discussed the commission asked Mr.Tirone to
follow up with the owner and also find out what the timeline will be for installing the bollards
and chain to prevent this from happening in the future.
