MINUTES OF THE READING RETIREMENT BOARD MEETING
Thursday,January 24,2019
The Reading Retirement Board held a regular session meeting on January 24, 2019 in The Conference
Room, at 2 Haven Street,Unit 307,Reading, Massachusetts.
The meeting was called to order at 4:00 P.M. by Chairman Thomas Clough in the presence of members
Joseph Veno, Sharon Angstrom, Carol Roberts, and Assistant Board Administrator Elaine Kelly. David
Gentile was not able to attend.
MINUTES
• Minutes from the November 27, 2018 regular session were signed by all board members, except
Joseph Veno who was unable to attend.
• Minutes from the December 13, 2018 special session were signed by all board members, except
Joseph Veno who was unable to attend.
• SHARON ANGSTROM moved to accept the minutes from the December 18, 2018 regular session
meeting.

• Nomination papers were submitted by Joseph Coughlin.
• A COLA reimbursement of$65,815.27 from the State for the period 6/30/18-12/31/18 was received
on 12/27/18.
• All affidavits have been received for calendar year 2018.

• Eleanor Kashian, who worked for the Reading Retirement Board and retired on February 5, 1999,
passed away on December 23, 2018. She chose Option B at her retirement, but there are no
remaining funds.
• A transfer amount of$114,700.03 dated 11/30/18 was received from the Danvers Retirement Board
for Charles Underhill. The Danvers Retirement System will accept liability for 10 years and 4
months of creditable service.
• A transfer amount of $11,918.42 dated 12/31/18 was received from the Middlesex County
Retirement Board for Jacquelyn LaVerde. The Middlesex County Retirement System will accept
liability for 2 years, 10 months, and 26 days of creditable service.
• Received the municipal acknowledgment signature page from Attorney Sacco,Attorney Collins,
Gina Lucido and Noelle Sacco for the Conflict of Interest.
• Copies of the following Reading Retirement Board reports will be emailed for review:

PERAC Memo 45/2019 — COLA Notice - The Social Security Administration has announced that the
latest Cost of Living Adjustment (COLA) is 2.8%. The COLA which any such system may grant,
pursuant to Chapter 32, Section 103(c)and effective July 1,2019 will thus be 2.8%. Pursuant to Section
103(1), a Retirement Board, with proper notice to the legislative body, may elect to increase this
percentage up to 3%,at a duly called meeting.

Comprehensive Annual Financial Report(CAFR),the fiscal year 2018 Annual Report of the PRIT Fund.
OLD &NEW BUSINESS -
• Received cost analysis for scanning retirement files. The cost for scanning, category separation, and
upload of member documents to PensionPro is $17,500. The cost for scanning, category separation,
and upload of ALL member documents and ALL non-member documents into PensionPro would be
$21,500.
• SHARON ANGSTROM moved to approve the cost of$17,500 for scanning, category separation
and upload of ALL member documents, as well as, an additional $4,000/year for hosting and
maintenance paid to PensionPro.
