Board - committee - commission - council: 2119 MAR ,8 A"051 Metro North Regional Housing Advisory Committee Date: 2019-01-10 Time: 10:00 AM Building: Reading Town Hall Location: Berger Room Address: 16 Lowell Street Session: Open Session Purpose: Bi-Monthly Meeting Version: Attendees: Members - Present: Valerie Gingrich, Andrew MacNichol, Laurie Stanton Members - Not Present: Others Present: Liz Rust, Tina Cassidy Minutes Respectfully Submitted By: Laurie Stanton Topics of Discussion: Called to Order 10:15 Minutes reserved until our next meeting, as there was no quorum. Tina Cassidy, the Planner for Woburn, attended the meeting, and seemed eager to learn more about the MNRHSO. Ms. Gingrich explained to Ms. Cassidy the various types of duties that the MNRHSO performs for the Towns. Ms. Cassidy talked about the problems Woburn was facing, and we agreed to meet in February when all members were present, and with further knowledge of Woburn's situation, to discuss Woburn joining the organization, and what's involved. North Reading We discussed the monitoring agent at Edgewood, Veronica Truell. Ms. Rust suggested that she and I and Ms. McKnight make a face to face appointment with her, as nothing else has worked. Perhaps we can meet halfway, as Kingston is some distance. Ms. Rust will plan the trip. Saugus Saugus has paid their portion for the current fiscal year. Reading We had a discussion of Johnson Woods Condo Association, or the lack of it. An affordable homeowner called. He mentioned that his building is predominantly renters. The developer awns the condos and rents them. The developer has built all the units in phases, and they are still being built in phases. Because the units are still being built, and the developer owns the majority of the units, there is no condo association. The caller had some water damage to his unit from the unit upstairs, which was empty. He went through the insurance Page 1 1 company, and the check went to the condo association. The developer held on to the check for more than a year. The caller had to make another claim to the insurance company, and the condo association (the developer) is still holding on to this check. Ms. Rust suggested we see how many units have sold there, and how many have been built and not sold, and see if it is possible a real condo association can be formed. Mr. MacNichol was going to get the figures. Wilmington There was a brief discussion on inclusionary zoning, and how long phasing should take. Next Meeting February 28, to discuss adding Woburn.
