The trail the will be worked on runs from Lowell Street to Willow Street. Part of the project is replacing a 45 foot board walk to improve the existing boardwalk. Mr. Hayes arrived at the Conservation meeting at 7:10 A grant was awarded for additional trails and Construction work in the Maillett Conservation Land. The work must be completed by 2020. An application for a conservation permit for the work that will go on under the Chant will be submitted in late 2018 or early 2019 the trails committee expects to install a kiosk at the end of Hunt Street and says there is parking at Willow Street. There is a map of this conservation area on the town website Tom Stormie was wondering how people with access the property from the neighborhoods. Neil Madden expressed concerns about a parking issue Neil lives on Hunt Street. Page I 1 Gary Phillips who lives on Willow Street said it was a safety issue to maintain the trail on the conservation land he also said that he was upset that there was not enough public input before the work was scheduled. Robert Klein of 9 Hunt St. was concerned about access Los McElhiney of 22 Hunt Street approved of the work but was concerned at the same time Linda Phillips didn't want a defined path so close to the abutters. Kim Honetschlager said that the neighborhood had been sent two notices on two separate occasions concerning this work. NOI 270-0701285 Main St,Taj.Enginerring,LLC. The applicant did not show up at the meeting. The Ms. Longley asked for a motion to continue to the next scheduled meeting. The commission asked for the drywall to be relocated because it was placed directly under the drip line of a large Maple tree. The Commission commented that the wetland flags on site did not match up with the flags on the plans. On the Commission site walk it was discovered that there was yard waste in close proximity to the resource area, as part of this project the yard waste will be removed. The chair asked for a motion to issue a minor plan change. Motion to Issue Mr. Pinette seconded Mr. Saccone Vote 7-0-0 Page 12 COC 270-0664, 73 Fairchild Dr.,Jacobs A site inspection was made and everything was in compliance with the Order of Conditions Motion to Issue Mr. Pinette seconded Mr. Saccone Vote 7-0-0 Old and new business Susan(Wood)Gutierrez discussed her plan of creating a wellness center at the Matera Cabin. The classes will be for adult tap dancing located in one of the small rooms. Susan was given a 12 x 17` tap dance floor that she wanted to install prior to her dance sessions and leave throughout the rental agreement term. She would offer the classes at a reduced rate for a 10 week session two hours session one night per week between 6:30 and 8:30. The commission asked if this was a business and followed up with asking about her own insurance. Susan would be willing to get insurance if it was required to rent the cabin. This venture would make a very small profit. The Commission asked the administrator to check with the community development director and the assistant town manager about the viability of Susan(Wood)Gutierrez offer rent the cabin to run a business. Motion to Issue Mr. Pinette seconded Mr.Neumeier Vote 7-0-0 The Commission discussed storm drains with in the town of Reading The conservation administrator Mr. Tirone talked about Rob Moyer from the Ocean River Institute. Mr. Tirone sat in on the discussion at another town early that week and said Mr. Moyer had a plan but had no follow through. When questions were asked about how to enforce the no phosphorus rule or to monitor the use Mr. Moyer had no answer. The commission decided Mr. Moyer invitation to speak to the Commission.
