Mr. Sullivan of Sullivan engineering presented the plans, filed by Rosemary Scali Belt,which proposes to install an addition to the side of the house over the existing driveway. There will be a 1000 gallon drywell installed to infiltrate roof runoff'from the new addition as part of this project. Mr. Sullivan delineated the wetlands bordering a stream, which is considered an intermittent stream by the Commission. Mr Sullivan agreed with the Commission assertion that based on the watershed size it is not River and no Riverfront. Portions of the driveway are being removed so that the addition can be replaced in the same spot. The addition is for living space. Motion to approve by Mr. Scanlon and seconded by Mr. Pinette Vote 4-0-0 Motion to issue by Ms. Scanlon and seconded by Mr. Pinette Vote 4-0-0 Page 1 1 Minor Plan Change,NOI 270-0673,46 Randall Road(formerly 25 Springvale Road), Map 15 Lot 7&8,MG Hall,represented by Jack McQuilkin This is a single family house(46 Randall Road, Lott)currently under construction,permitted under 270-0673. Mr. McQuilkin of JM Associates presented the plan change,filed by MG Hall, which proposes to move the 12 x 16 foot deck and concrete pad from the east side of the back north west of the house to the west and the concrete pad to the east,reversing them from the 12- 1-17 subdivision plan(sheet 5 of 8)as shown on the revised plan dated 12-19-2017. Motion to approve by Ms. Scalon and seconded by Mr.Pinette Vote 4-0-0 Motion to issue by Ms. Scanlon and seconded by Mr.Pinette Vote 4-0-0 COC 270-0677: 116 Van Norden Road, Map 39 Lot 72, D'Anna Permitted on January 26, 2017 for renovation to an existing single family house, filed by Joseph D'Anna, Request for a Certificate of Compliance. Ms. Longley said only one of the concrete bounds were found during the site inspection. Trees were planted as per the Order of Conditions and winterberry plants were visible in the snow along the stream. The bounds are not located on the (December 22, 2017) as-built plan. The Commission's signed the Certificate of Compliance but instructed the administrator to request a revised as-built plan with the concrete bound locations on it before the signed Certificate of Compliance is released to the applicant. Motion to approve by Ms. Scalon and seconded by Mr. Pinette Vote 4-0-0 Motion to issue by Ms. Scanlon and seconded by Mr. Pinette Vote 4-0-0 ANRAD 270-, 1503 Main Street, Map 60 Lot 11 & 12,Castellano,represented by Maureen Harald Ms. Harald of Norse Environmental presented the plans,filed by Mr. Castellano,which proposes to identify the resource area on 1503 Main Street. On December 19, 2017 the Commission visited the site to verify the A and B series flags and the soils at each location. The Commission checked 950 feet of flagging,the entire length and found the soils were dry. Ms. Longley asked why there was an A and B series of flags. Ms. Harald explained it was because the original flags did not extend to Main Street and the developer wanted that area included after the fact. Ms. Harald said the ANRAD includes approving the flood elevation of the floodplain on the plan. It was brought to Ms. Harald's attention the plan was not stamped by an engineer so the Commission could not include the flood elevation in its approval. Ms. Harald agreed with the Commission. The Commission accepted the January 2, 2018 wetland delineation as shown on the January 8,2018 revised plan. Motion to approve by Mr.Pinette and seconded by Ms. Scannlon Vote 4-0-0 Motion to issue by Ms. Scanlon and seconded by Mr. Pinette Vote 4-0-0 Page 1 2 National Grid gas line replacement review 273 Lowell Street to 15 Hartshorn Street. Nation Grid requests a review to see if the work needs a permit to proceed or if the BMP's presented in the narrative are adequate for this project. The work is going to be in the existing right-of-way and National Grid will use BMP's designed for roadway projects,approved in the past by the Commission. The street will be sweep and the catch basins will be equipped with silt sacks. Motion to approve by Mr. Pinette and seconded by Ms. Scanlon Vote 4-0-0 National Grid yearly operational plan public notice and right-of-way from northeast corner of Cedar Swamp This area was discussed in the past by the Commission, all resource areas are identified for Nation Grid. Contacted during the week, Kim Honetschlager of the Trails Committee agreed that there are no new resource areas to be found out there,but the Chair Ms. Longley and Vice-chair Ms. Scanlon will walk the right-of-way when conditions are favorable and report any notable findings back to the Commission. The meeting minutes for December 6'"2017 were approved. Motion to approve by Mr. Pinette and seconded by Ms. Scanlon Vote 4-0-0 The meeting minutes for December W 2017 were approved. Motion to approve by Mr. Pinette and seconded by Ms. Scanlon Vote 4-0-0 A water and sewer bill was presented for $13.14 for Pearl Street. Motion to approve by Mr. Pinette and seconded by Ms. Scannlon Vote 4-0-0 107 South Street A telephone pole had falling down in a stone and mineral oil dielectric fluid was released from the Transformer. The commission asked Ms. Scanlon to look into this matter and see if there is any sign of a documented released to the Wetland. Alternatives for De-icing driveways located within the Buffer Zone were discussed. The Certificate of Compliance prohibits De-icing with sodium,potassium and calcium chloride,it was determined that eco-friendly De-icing alternatives and sand are a good substitute.
