Ms. Longley called the meeting to order at 7:00 pm.

Ms. Longley stated that the applicant requested a continuance to the next meeting.

Old/New Business: 35 Arcadia Avenue
Mr. Tirone stated that he was notified today of clear cutting of trees at 35 Arcadia Avenue.
However, there was no permit issued to do so. He plans to visit the site tomorrow and will
report his findings to the Commission.

Old/New Business: 107 Main Street
Mr. Tirone notified the Commission that he sent a certified letter to the owner of the
property. The area behind the dumpster seems to have been cleared to expand the space
for snow storage. Neighbors have called to complain, as the area drains into an open sewer
easement, and clearing it has caused neighbors to be affected by Flooding. Part of the OCC
issued in 2011 called for trees and shrubs to be planted behind the dumpster area.
However, there are currently no plantings there, and there have been no permits issued for
additional work. Mr. Tirone noted that he has not yet received a response from the owner
following the certified letter. He will follow up with the owner to review how the area was
built and its current state, and will update the Commission.
NOI 270-0712, 28 Intervale Terrace, Map 28 Lot 217, Ring
Mr. Tirone reviewed the NOI. At a prior meeting, the Commission discussed issuing an
Order of Conditions an asked Mr. Ring to correct wetland Flags, and clear yard trimmings
and a pallet from the buffer zone.
Motion to close the Public Hearing by Mr. Pinette; second by Mr. Flynn. Vote 5-0-0

NOI 270-, 44 Roma Lane, Map 50 Lot 36, Carroll
Ms. Longley opened the Public Hearing. Jim McGrail was present with homeowners Matt and
Suzie Carroll, as they wish to clear a portion of their yard of vegetation, re-grade the area,
and build a rock wall as a boundary between the existing wooded area and the yard. Mr.
and Mrs. Carroll had submitted a previous NOI; however, the Commission decided that their
plan to remove trees and vegetation was too aggressive. The Carrolls appealed to the DEP,
which found in favor of the Carrolls, however, they did not proceed with their plan in time.
The Carrolls have come back before the Commission with a revised proposal and to seek
advice on an acceptable plan to modify their yard. The Commission will conduct a site visit
and have tasked the Carrolls with staking out the proposed boundary to which they want to
clear, and designating which trees they plan to prune, and which trees they plan to remove.

Mr. Tirone stated that the applicant is seeking an amendment to the Order of Conditions.
The current order calls for a granite bound visible at the property line. The applicant would
like to change the marker from a granite marker to a rebar stake to avoid a tripping hazard.
Motion to amend the Order of Conditions by Mr. Flynn; second by Mr. Pinette. Vote

At the request of Ms. Longley, amend the Order of Conditions to remove the silver maple
and add vegetation.
Motion to accept the Order of Conditions as amended by Mr. Flynn; second by Mr.

Mr. Tirone recommended that the Commission issue the Determination of Applicability with
the special condition that he inspect the site once the project is complete.
Motion to issue DOA by Mr. Flynn; second by Mr. Pinette. Vote 5-0-0
NOI 270-, 23-25 Lakeview Avenue & Eaton Street, Map 17 & 18 Lot 131, 274, 275,

Mr. Flynn recused himself from the discussion. Chris Sporages of Williams & Sporages was
present to address concerns raised by the Commission and the public at the previous
meeting. The retaining walls will either be made of concrete and rock, or stone and cement,
and will vary in height. The snow storage plan will be finalized prior to the next meeting,
but was revised to include landscape islands and designated snow storage areas. If needed,
portions of the parking lot will be restricted in snow events and designated as snow storage.
The tree inventory performed did not include the area between the wetland and the 25 foot
boundary. Prior to the next meeting, the tree inventory will be completed and the plan on
which trees will be removed and replaced will be provided. The street sweeping and
maintenance plan calls for the street and catch basins to be monitored and cleaned as
needed with special attention being paid in the spring and fall. Leaf litter was identified in
the area behind an existing 2 family home, and a note on the plan will state that the leaf
litter will be removed. The lighting fixtures of the townhouses whose porches overlook the
wetland will be attached to the buildings and accommodate a 20 watt led bulb. Mr. Tirone
requested that the homeowners be somehow notified of what type of bulb is allowed. Mr.
Sporages stated that he welcomes the Commission's recommendations of what plantings to
add to the zone of natural vegetation following the removal of trees. Ms. Scanlon requested
that the landscape plan clearly specify how much of the existing landscape will remain
untouched, especially between the townhouses and the wetland. Mr. Sporages noted that
everything between the wetland line and the 25 foot boundary will remain untouched, and
that will be specified in the landscaping plan.
