Ms. Longley called the meeting to order at 7:00 pm.
NOI 270-0710, 8 Strawberry Hill Lane, Map 7 Lot 192, St. Pierre
lack Sullivan of Sullivan Engineering Group and Michelle St. Pierre, the homeowner of 8
Strawberry Hill Lane, were present to review project changes requested by the Commission.
The project includes an addition to the existing single family home on the property, in
addition to installation of an in-ground pool, surrounding patio, and a shed, with a majority
of the work taking place within the 100 foot buffer zone of wetlands. The original plan
showed three trees to be removed. Mr. Sullivan provided a letter from tree expert, Bob
Moses, which recommends keeping the two smaller trees, and only removing the largest of
the three. There will be no excavation of roots as it is within the 25 foot no-disturbance
zone. Other improvements to the plan include: protection and enhancement plantings of
the area between 25 feet and 35 feet from the wetlands, adding a two-foot retaining wall so
the pool will match the existing grade, and relocation of the shed. The landscape plan for
the removal of the 40 inch tree includes planting of five new trees, plus 52 perennials, and
will try to retain the existing arborvitaes.

Tom Hughes of Hughes Environmental Consulting and Sean Malone of Mobile Consulting
Group were present to provide a plan update. The plan includes cutting down 42 trees and
planting a mix of 23 evergreen and 8 deciduous trees, plus 15 shrubs three feet or greater,
for a total of 36 tree equivalents. Because the plan is 6 trees short according to the tree
replacement schedule, Mr. Hughes stated he is willing to make a $500 donation to the
Shade Tree Fund as allowed under the tree policy. Mr. Malone addressed concerns raised
by the Town Engineer's review of the stormwater submission including: rainfall and storm
event calculations, orientation of the level spreader, and alternatives to utilizing the existing
sewer easement. The Town Engineer will determine whether those requirements have been
satisfied. Per Mr. Flynn's suggestion, Mr. Malone agreed to add a drainage trench along the
retaining wall as a way to divert runoff away from the wetland should the pervious pavers
clog or fail.

RDA 2018-50, 40 Glenmere Circle, Map 15 Lot 94, Willette
Gina Willette, owner of 40 Glenmere Circle, was present to outline her plan to remove and
replace six trees on the property. Bob Moses of Arbor Tree Service determined that six
trees within the 25 foot buffer zone of the wetland, and within 50 feet of the house, are
unhealthy and pose a risk to the property. The stumps of the six trees, plus two existing
stumps would be grinded to make room for other plantings. To replace the trees, Ms.
Willette plans to plant four sugar maples, a Flowering dogwood, and a magnolia along with
wildflowers and other plants on the approved native species list. Ms. Scanlon encouraged
her to continue to clear sticks, leaf piles, and debris around the area. Ms. Willette agreed
and noted that is part of her plan.

NOI 270-, 28 Intervale Terrace, Map 26 Lot 217, Ring
Ms. Longley opened the Public Hearing. Brendan and AnnMarie Ring were present to review
their plans to add living space and a deck to their existing house. Mr. Ring noted that
because the plan includes adding impermeable space, he had an engineer design a catch
basin to offset runoff. Ms. Longley requested that wetland flags one through four be fixed,
a pallet removed from the exposed root structure of a dawned tree, and wood debris
cleared from the area. The Public Hearing cannot be closed at this time due to pending file
number from DEP.

The applicant requested to continue the hearing until December 19, 2018. Mr. Flynn stated
that he will be recusing himself from this project, as he has been involved with reviewing it
with the EPA.
Motion to continue by Mr. Pinette; second by Ms. Scanlon. Vote 5-0-1 with Mr.
Flynn recused.
Old/New Business
Minor Plan Change NOI 270-0708, 30 Ashley Place, Map 39, Lot 190, Mahony
Mr. Mahony was present to review his revised plan for his home addition. Mr. Tirone noted
that Glen Redmond, Building Commissioner, prefers to see full foundations underneath
living spaces. However, the original plan included a new deck and the three-foot bump out
addition to the kitchen to be built on stand-alone piers. By working with the Building
Commissioner and structural engineer, it was determined that a foundation wall under the
kitchen portion of the addition would be more appropriate. All foundations being installed
are outside of the 35 foot buffer zone. A 1,000 gallon dry well will also be added.

Minor Plan Change 270-0676, 113 Arcadia Avenue, AKA 0 Low Meadow, Map 14,
Lot 15, Priest
In addition to removing trees, the plan change is to add an underground propane tank to
the left of the home being built. Mr. Tirone noted that the DEP has not yet approved the
change, but advised the Commission that they can give provisional approval pending review
and approval by the DEP.
Motion to provisionally approve the minor change pending DEP approval by Mr.
Pinette; second by Mr. Flynn. Voted 6-0-0
COC 270-0681 & 270-0547, 14 Strawberry Hill Road, Map 7, Lot 193, Moynihan
Mr. and Mrs. Moynihan were present to seek sign off for Certificate of Compliance and
release of bond. Mr. Tirone provided a brief history of the project and status update for the
driveway runoff, clearing of brush, and plantings on the property. He noted there was one
spot next to the beck deck that was well-traveled, missing grass, and a bit muddy due to
the rainy conditions on the day of the inspection. Ms. Longley expressed her faith that the
property owners would work to fix the muddy area, and Mr. Hayes noted that the rest of the
landscaping seemed stable even given the rainy conditions. Mr. Pinette recommended that
Mr. & Mrs. Moynihan address the issue of rain runoff from the roof raising the rain table
next to the house in the driveway.

Jerry Sheehan of MWRA was present to provide a history of the project and request a
Certificate of Compliance be issued, as the project has been completed. Mr. Tirone advised
the Commission that he had visited the site and recommended that the Commission issue
the Certificate of Compliance.

The Commission reviewed the updated plan.

Mr. Tirone stated the Certificate of Compliance was issued back in November and it is time
to release the bond.

Mr. Tirone notified the Commission that an applicant would like sign off on demolishing an
existing home at 1260-1264 Main Street prior to submitting a Notice of Intent. As the site
is currently under construction with three new houses, the Commission did not object to Mr.
Tirone's sign-off.
Mr. Tirone notified the Commission that the quarterly curb cut bill of $19.71 for the Bare
Meadow Conservation parking area on Pearl Street was received.
