Mr.Jarema called the meeting to order at 7:07 PM.
Case#18-01—Eaton Lakeview
The Zoning Board of Appeals held a continuance of a Public Hearing in the Great Room at the Pleasant St Center,
49 Pleasant St in Reading,Massachusetts on Thursday January 10a,2019 at 7:00 PM on the petition of Eaton
Lakeview Development,LLC,who seeks a Comprehensive Permit to develop 86 units of rental housing on 4.33
acres of land that is partially in a residential zone and partially in an industrial zone under Massachusetts General
Laws Chapter 40B Sections 20-23,with waivers from zoning requirements,on the property comprising six tax
parcels known as:0 Lakeview Avenue(Map 17,Lot 131),0 Lakeview Avenue(Map 18,Lot 2),23-25 Lakeview
Avenue(Map 18,Lot 1),0 Eaton Street(Map 17,Lot 274),0 Eaton Street(Map 17,Lot 275),and 128 Eaton
Street(Map 17,Lot 276)in Reading,Massachusetts.
Mr.Jarema opened the meeting.
Mr.Jarema explained to the Applicants and the public that Mr. Hagstrom could not make the meeting and the
Board was down to 4 members tonight. He explained details to the Applicant and public,how voting would
require 3 out of 4 votes instead of 3 out of 5,the Mullin Rule,as well as options for the Applicants. He noted
that as in the past,the Board consults with the Applicant as to if they wish to continue to another date or
continue with only 4 members.
Mr.Heep commented that Mr.Jarema explained the situation well and the only thing he will add is that Mr.
Hagstrom already missed one I session. He further explained that a member can only miss one session and the
implications to voting. Mr.Heep explained that the Applicant will need 3 of 4 voting members and the
reasons are not within Town control,that it is State law that a member can only miss one hearing with the
Mullin Rule.

Mr.Jarema asked the Applicant how they would like to proceed—either continue tonight or to another date.
Mr.Schumer stated their preference would be to continue with a full board. The Applicants and Board
discussed meeting dates,availability of Board members, and their ability to miss one meeting.
Mr. Heep stated he would work with Mr. Schumer to produce an extension.
On a motion made by Mr. Caouette, seconded by Mr.Redfern, the Zoning Board of Appeals moved to
continue Case#16-01 to January 24, 2019.
Vote was 4.0.0(Jarema, Redfern, Caouette, Pernice)
Mr.Jarema reiterated that the reason for continuing the meeting was because Mr.Hagstrom was not present
and had already missed one meeting which meant voting would require 3 out of 4 votes instead of 3 out of 5.

On a motion made Mr.Redfern, seconded by Mr. Pernice, the Zoning Board of Appeals moved to
adjourn the meeting at 7:16p.m.
Vote was 4-0-0(Jarema,Redhem, Caouefte, Pernice).
