RDA 13-2,91 Whittier Road,Map 139,Lot 7,Downing—
The homeowner talked to the Commission about why he would like to remove 5 Oak trees on his
property. He let them know the urgency on tree"b"—marked on the plan—the tree is rotted and
hangs over the house. In place of the trees the homeowner will plant Canadian hemlock and
Black Spruce;there will be 4 in total. The Commission talked about an isolated wetland in the
area and if it was delineated correctly. Mr. Maughan stated that the Commission should keep
this wetland in mind if another application comes in for this area.
Motion made by Mr.Hecht to issue a negative determination with conditions for RDA 13-2,
91 Whittier Road. Ms. Scanlon seconded. Vote was 5-0-0.
Mr. Maughan reminded the applicant no grinding stumps and the work needs to be consistent
with what was submitted with the application.
RDA 13-3,Roadway improvements,Map,various Lot,various,Town of Reading
Mr. Zambouras stated the Town is planning on doing roadway maintenance and repair on the
following: Longfellow,Tennyson,Whittier,and Oakland. He let the Commission know: fabric
will go into the catch basins; silt sacks with 100' of the buffer zone;street sweeping will be
done;and loam and seeding within 2 weeks of completed project. He is estimating the roads will
be done by August 15's. Mr.Maughan had concerns when Longfellow Road is done. He asked
that extra care take place through the Swale area during construction. Mr.Zambouras stated he
will put up silt fence. It was also asked by the Commission that the silt fence be taken down
right after seeding is done.

The residents in the area asked about curbing. They have concerns with the tree lawn. When it
gets plowed the plow tears the planter strip and generates sediment. They also stated the curb
will be protection when the parents park there waiting for their children to get out of school. Mr.
Zambouras stated the Town will not be putting curb in. He did state that when the street gets
paved they will ask the roller operator to leave the gates open. This will leave a 1"to a 2" lip.
This will hold the gravel in. The Commission asked that when loaming and seeding gets done,
they use a mat;this way the vegetation can be established. Mr. Zamhouras agreed to include a
mat in the paving specifications. Mr. Healy, 32 Tennyson Road, questioned the curbing located
at the intersection of Brown and if it would be repaired. The residents discussed with the
Commission if they could buy their own curbing. Mr. Zambouras stated if they want to hire their
own approved contractor he would need to start soon. If they went through the Town for
betterment, it would have to be presented at Town Meeting;this would hold off their paving.
Motion made by Mr. Hecht to approve a negative determination for the proposed work
within jurisdiction on map presented with conditions. Ms. Scanlon seconded.
Vote was 5-0-0.
Mr. Maughan wanted the Conservation to know about a NOI that is going to be presented to the
Commission from the Engineering department. It is for 2 borings on the water main off of Ivy
Street
Mr.Zambouras also talked about other projects that are coming up: drain work on Walnut and
Curtis Street;the playground at Sturgis Park,and the swale in Castine Field.
Ms. Scanlon asked about an update on the dredging the channel in Parker Middle School field.
Mr. Maughan questioned if the Selectmen accepted the report from AECOM on the Reading
Rivers. Mr. Zambouras stated that they didn't;but in August a final report is scheduled.

Request for plan change,28 Catherine—
The applicant would like to make their driveway wider; from 14' to 18' to match the width of the
new garage. They would also like to build a retention wall. This wall will help prevent any
erosion of the soil.
Motion made by Mr. Hecht to approve a minor plan change to 28 Catherine Ave in lien
with the submitted stamped plan. Ms. Scanlon seconded. Vote was 5-0-0.
Harold Ave Restriction Discussion
Mr. Hecht stated he looked at what the Conservation had on file and what Mr. Latham submitted.
He would like to know why Mr. Latham added 4 additional new exemptions. Did the State

change? Mr.Tirane will look into and follow up with Mr. Latham; he will add to the next
meeting package the information. The Commission stated the draft that was on file was very
thorough.
Children's Librarian Reading Public Library,Spring Walk,Rachel Baumgartner Discussion
Motion made by Mr. Hecht to approve the spring walk. Ms. Scanlon seconded. Vote was
4-0-0 (Ms. Scanlon hadn't arrived yet)
Clear Channel Billboards,O&M Discussion,Mike Auterio review O&M Plan
Mr. Tirone stated he has not received a site plan from this company. He has left messages with
no return call. It was suggested that he emaiWcalls again and say no more clearing the site until
the plan is sent in.
COC 270-0498 RGB 2007-5: 22 Whittier Road,Map 140, Lot 19& 51,Pizotti
Mr. Tirone stated the owner agreed to the restriction and has already recorded it. The restriction
states the bocew court is to be removed when house ownership is transferred. Mr. Maughan
questioned if the COC should not be issued until plantings can be checked. Mr. Tirone will
make a note and check the plantings when in; a violation can be issued if planting is not done.
Motion made by Mr.Hecht to issue a certificate of compliance for 22 Whittier Road. Ms.
Scanlon seconded. Vote was 5-0-0.

Motion made by Mr.Hecht to accept the March 13,2013 minutes. Ms. Scanlon seconded.
Vote was 4-0-0 (Mr. Sullivan abstained—not at the meeting)
The Commission discussed what is on the next agenda and trenchless construction.
Mr. Maughan questioned if the signs for Castine Field are ready and how the banner was doing.
Mr. Tirone will follow up regarding trash and debris at Hunt Park.
Motion made to adjourn at 8:20 p.m. Vote was 5-0-0.
