Minutes approved with minor changes, date on the enforcement order(Nov 30th)for the Reading Rifle&
Revolver Club and the addition to who was present and absent for that meeting
Motion made unanimous approval 5.0.0.
• COC 270-0597, Camp Curtis Guild, 25 Haverhill Street
Mr. Bianchetto represented Camp Curtis Guild. He requested a Certificate of Compliance. The
Commission visited the site and discussed the stabilization area and said it looked good. Mr.
Bianchetto said all the hay bales and silt fence are scheduled to be removed by November 19th

Posting the NO MOW signs in Castine Field, Mr. Maughan marked off on a site plan six spots DPW
Director Jeff Zager will have installed as identified by Mr. Maughan.
. Harold Ave, Conservation Restriction Discussion
Unanticipated public item, Brad Latham requested the commission re-sign the Harold Avenue
Conservation Restriction.The first copy signed a couple of months ago was unacceptable to the State
because it was not single sided. Commission honored his request and resigned three copies.
55 Walker Brook Drive, no representatives for this property were present for the discussion.The owner
would like to have selective trimming of all plants over 4 feet high around pond located at the front of the
building. The owner is worried about the buildings visibility from the street.The Commission agreed that
a minor project permit and a planting/management plan to remove the invasive and replace those areas
with native plantings was possible. The Conservation Administrator was asked to contact the owner and
landscaper to make them aware of the Commission comments.
. 384 Lowell Street, Vernal Pool bylaw discussion
Bill Manuell and Conservation Administrator, Chuck Tirone went to the site to discuss vernal pools
located just off the property.The site visit was about VP and the new Reading regulations and how
the regulations mirror the WPA and MEPA that the jurisdictional area does not extend up the slope, it
ends at the high water mark.There was an air of disbelief surrounds that statement and much
discussion over this topic. It was decided that the Commission would research this and discuss their
findings at the next meeting.Also discussed was lot 4 closest to the wetlands and how the site plan
shows it almost completely in a 35' No Stmcture Zone. It was discussed that this structure if built in its
current location would be an illegal structure. The Commission agreed that this lot does not meet the
standards and would not be allowed. Also discussed was"structures"street,drainage and sidewalk
all located in the 35' No Structure Zone along with the existing house and the addition to the existing
house. The Commission suggested that the sidewalk could be removed from the 35'Zone. Lastly it
was noted that on a set of plans north is generally upward, preferably straight up in the future the
engineer should orient their plan drawings with their north arrow to the top of the plan and all pages of
the plan must be the same so you can tum the pages in a"normal"way like a book.
Mr. Maughan dismissed himself and left the meeting
. 30 Rice Road
Ms. Scanlon suggested that Rice Road needed some oversight on the work, much discussion
followed and it was agreed that sense the Commission had previously visited the property within the
last few months to see a fallen tree they were comfortable with the work also they were unwilling to
take part in any double jeopardy directed at the homeowner since it wasn't his fault the tree took out
his deck and that the town now requires more substantial footings for the same sized deck than they
originally did when it was first built, it was agreed that if the Commission had visited this property
before a permit would be needed for this project.
. 25 Collins Ave,
A site visit and discussion report follows:the shelter still exists in the woods,trash is still back but
some trash has been pulled out and brought to the road for pickup. Discussion about the jurisdictional
area, leaf piles behind for four residences on Collins Ave. It was decided a letter will go out to the
owners requesting them to use the recycle area and not dump leaves and debris in the jurisdictional
area of the yards. Also a letter to the owner at Map&Lot#51-144 contacting him and letting him
know that there is trash on his property. The letter to everyone will mention there's a potential vernal
pool in the area behind their homes.
. We discussed the executive summary of the drainage study which was handed out to all Commission
members at the meeting. It was a brief six page executive summary from AECom, evaluating four
key drainage points in the town. Two massive 2 part file will be emailed to all commission members
to study. We will take up this discussion at a subsequent meeting.
