Old/New Business CDC 270-6444: 241 Pearl Street, Map 34, Lot 31,Baker Ms. Scanlon received revised plan. Dimension of addition changed from 15'x 11'to 14-1/2'x 10-1/2' Board is in agreement of several amendments to Order of Conditions. Ms.Scanlon made Motion to issue Order of Conditions for 241 Pearl Street as amended tonight. Ms. Longley seconded. Vote 5-0-0. Continued NOI 270-0634: Sturges Park—Pine Ridge Road,Map 4, Lot 88,Town of Reading, Engineering Dept./DPW Ms.Scanlon re-opened hearing. Ryan Percival from Town of Reading Engineering Dept gave update. Ms. Scanlon and Mr.Tirone were unable to make another site visit. The Certificate of Compliance will be issued as submitted. Ms.Scanlon made Motion to accept Notice of Intent for Sturges Park—Pine Ridge Road as submitted with revised plan and issue Certificate of Compliance. Ms. Longley seconded. Vote 5-0-0 Ms.Longley made Motion to close Sturges Park—Pine Ridge Road hearing. Mr. Maughan seconded. Vote 5-0-0 DOC 270:##### 115-119 Howard Street,Map## Lot 10-80,10-166 and 10-170,DPW/Engineering Mr. Percival reviewed Order of Conditions for Howard Street. Engineering has no other issues with the proposed work. Scope of project is rolling out rocks,pulling out concrete wall, no trees will be cut down. Mr. Maughan made motion to issued Order of Conditions as granted. Ms.Stager seconded. Vote 5-0- 0 DOC 270-0642: 629 Pearl Street, Map 52,Lot 50, Morelli Mr. Maughan suggests Conservation needs as-built drawing since this is a tear-down project. Ms.Scanlon made Motion to approve Order of Conditions for 629 Pearl Street as drafted tonight. Mr. Sullivan seconded. Vote 5-0-0. N0127D-0645: 70 Lawrence Road,Map 28, Lot 196, Brussard Ms.Scanlon opened hearing. Mr. Maughan attended site visit on 5/26/2015. Conditions were as presented in NOIL Mr. Brussard plans to install radiant swimming pool. Will be excavating 2'down from ground level plus an additional 1-1/2 'for deep end of pool. There will be 42"fencing around decking. He would like to use excavated fill in side yard for patio addition. Any excess fill beyond that would be removed from site. Mr. Sullivan suggests using hay bales, compost tubes,or silt fence instead of straw waddles because project is so close to resource area. Mr. Brussard will include as-built drawing in Order of Conditions at Board's request. Board also asked that two concrete bounds be installed,one at property boundary and one at turning point along 25' line. Conservation Commission will provide 3-4 markers that would tell owner and any future owners where the resource area is. This will also be reflected in Order of Conditions. Mr. Maughan made Motion to close hearing for 70 Lawrence Road. Ms.Scanlon seconded. Vote 5-0- 0 Mr. Maughan made Motion to issue Order of Conditions,to be prepared by Mr.Tirone. Ms.Scanlon seconded. Vote 5-0-0. RDA 2015-07: 16 Joseph Way,Map 44, Lot 52,Black Mr.Black described his project;his property abuts Town Forest wetland. He is proposing to install a 42" high pre-fab aluminum fence. There will be gates on front and back. This should help resource area by keeping inadvertent disposal of grass clippings,etc.out the wetland. The Board feels this is a straightforward project. Ms. Longley made Motion to issue Negative Determination for 16 Joseph Way. Ms. Scanlon seconded. Vale 5-0-0. Trail Maintenance under 270-0568: Reading Trails Committee Kim Honetschlager made presentation including photos of trail areas that need attention. Trails Committee is looking for approval for five projects. The first three would be decking set on pressure treated rails: 1. Unblazed trail used frequently which is very wet and muddy as hikers try to go around it; 2. Another part of the same trail where hikers are using stepping stones to get thru mud;and 3. Vernal pool area, new structure would be 5'from vernal pool. These structures would be 4"off ground for amphibians to cross under. Trails Committee will be following ADA requirement of gaps no larger than fP between slats. 4. Ipswich River Greenway is the most heavily used trail. A State Grant has been received to build boardwalk. Stone dust will be used to make treadway. Town truck would bring stone dust into trail. Members of Trails Committee would be there to oversee work. 5. 18 foot boardwalk,4'wide with bumpers. Trails Committee has budget of$1,000 from Town Meeting each year which is just about enough for their needs. This permit expires in 2016. If the work is not completed this year they will renew permit. Items 1-4 are probably one day projects. The Board agrees this is much needed trail work and has no object to the proposed project. If Conservation Board is advised when work is taking place,they may be able to help. Mr.Maughan made Motion to approve Trails Project as presented. Ms.Stager seconded. vote 5-0-0 The Board and those in attendance discussed off-leash dogs in Conservation areas and the illegal behavior of owners with their dogs. Dogs need to be under the control of owners in Conservation Land. Conservation Commission will be discussing this matter at future meetings. Friends and Family Day—June 13th Mr.Sullivan, Ms. Longley and Ms.Scanlon will be working at the Conservation Commission booth. The Board discussed use of the Matera Cabin as a meeting location and the possibility of using it once a year for strategic planning meeting. Emergency Permit None at this time Administrator's Report: Mr.Tirone reported that new applicant Michael Flynn has appointment on June 23,2015. 37 James Road project was well run. Some donated material was used to fill gap between haybales. Stormwater Permit: Our permit was written. DEP sending Conservation a letter regarding the 25' entrance to culvert and the work at bank. The Board has thirty days to reply. Mr.Tirone and Mr. Zambouras are fixing it. Commission will review if needed. 1 General Way: Eco restoration area. Owner of property is proposing to turn swamp into a marsh. Project is about altering wetland to better fit existing habitat. Owner will be coming to meeting under a permit to start discussions. Will be asking Commission to waive or reduce fee. The Board may want to compare its fee of$11.00 per square foot to surrounding towns. Minutes for Approval: May 13, 2015 Mr.Maughan made Motion to accept minutes as amended. Mr.Scanlon seconded. Vote 4-0-1. Mr. Stager abstained. Ms.Scanlon made Motion to adjourn at 9:23 pm.
