Meeting call to order at 7:07 pm
RDA 2015-15: 239-243 Main Street
The administrator told the applicant during the permit application process that having the wetland
professionally delineated was not necessary, because they are very obvious on the site and within 10 feet of
the current dumpster location.Applicant wants to improve the existing dumpster enclosure by installing a new
base pitched to the parking lot for runoff, enclose the dumpster completely including privacy screening and
comply with the health department standards.The applicant has not discussed the project with a contractor,
the extent the dumpster enclosed demolition or if a foundation is needed to was known. Mrs.Scanlon asked if
the new enclosure would have a berm and the applicant said it would.
The Commission requested more detail on methods&dimensions—continue Meeting until August 26"
Brian Sullivan made a Motion for Meeting to continue to 8-26-15, Michael Flynn seconded. Vote was 4-0-0
RDA 2015-14: 128 Grove Street Mr. Duffy
Mr. Duffy is adding a second story to an existing house where the wetlands are approximately 80 feet away.
The existing landscaping in the yard is well maintained and there are no plans to do any landscaping
improvement work. Mr. Duffy explained there is a chipper and a Bobcat in the backyard,to access the
adjacent property(132 Grove Street) also owned by him. He indicated he would remove tree debris at 132
Grove during the meeting.
Annika Scanlon made a Motion for a negative determination, Rebecca Longley seconded.Vote was 4-0-0
Landers Road, RTN 3-33051,Joe Jammallo (LSP)& Nlch D'Alleva,(RMLD)
Release Tuesday evening 7:45 8-4-15—13.1 gal of oil (MODF)washed down the drain from a fallen pole
transformer near 25 Landers Road. Enpro out of Salisbury Ma was hired to complete the cleanup.There was
no PCB's label on transformer. Onsite testing did not indicate PCB's, however additional sampling was sent for
laboratory analysis. Mr.Jammallo indicated samples collected from the transformer will be"fingerprinted"to
identify signs of MODF impacted material downgradient from the spills and when the lab results come back
the commission will be notified. The pole was located between 25—17 Landers Road,40 feet down the road
to the catch basin, 150 feet from the catch basin to the drainage ditch and the oil was found 60 feet down the
ditch 6-8 feet on either side. The night of the spill the liquids in the catch basin were pumped out. Enpro came
back Friday and Vac'ed out 2-3 inches of solids in the catch basin. Samples were taken in the catch basin and
sent to the lab. On Tuesday the vactor truck returned to Landers road and removed sediment along Landers
Road;samples were collected at the limits of the vacuum excavation. Additionally, a resident at#17 Landers
road told RMPD they saw oil sheen on their property in the driveway, no evidence was found said Joe
Jammallo, but samples were taken and sent to the lab. Joe Jammello said that they are in a holding pattern
waiting for the lab results from the locations above, but anticipates PAH's in the sample will show it's not
MODF impacted material. If the samples collected match the fingerprint samples Enpro will return and jet
out the culvert, and wash the storm drain, and perform additional vacuum excavation,as needed. Next update
Monday August 171h.
Summary: Doing fingerprinting analyses as well as EPH & PCBs., Next deliverable 8-4-15 &60 days: RNF and
IRA plan or RAO, MODF will show C-EPH range results, no PAHs.

Minor Projects:
Brian Sullivan asked for input to add items to minor Project list & review the RDA's for
Charles Tirone wants specifics—Permit flow chart:foundations within x feet, He will send out Minor
Project rules now.
Examples of changes are Sonotube projects at what distance are they an MMP, RDA, NOI,Variance
requests could be allowed on their own with the need to submit an NOL
Administrative Report
181 South Street. Mr. Tom Wise, riverfront buffer zone—in outer 100' impervious is being reduced
Between 100& 200'. Mr. Wise will submit a Minor plan change to cover impervious changes to project.
RMLD Vegetation Management Plan
Charles Tirone relayed the message to RMLD,the Commission will not sign the Vegetation
Management Plan in its current form. RMLD said they will Re-draft the VMP and also asked about getting a
general permit.
Mr. Sullivan made motion to adjourn meeting at 8:53 pm. Ms. Scanlon seconded. Vote 4-0-0
