Mr.Sullivan called meeting to order at 7:00 pm
Continued RDA 2015-15: 239-243 Main Street,Curtis
The Board received updated progress of work/work plan thru contractor. This is a rehab project at existing dumpster
enclosure location, lying of concrete pad,fencing it in and obstructing view. Mr.Sullivan reviewed plan and performed
site visit. Noticed that parking lot slopes in back toward wetland area. He questioned what the plan is for storm water
runoff. Plan is to keep it the same as it has been for years.Bollards will be going behind dumpster to keep dumpster
from pushing into curb. Slab and wall will be monolithic pour,one continuous concrete pour for wall and slab,with curb
just around pad. Pad will be pitched away toward parking lot;impervious area will now go off to the side. Drainage area
will be the same as it is now. Board is satisfied with scope of work submitted. Mr.Tirone requested dimensions of slab
area to add to Determination. Exactly same footprint as existing,owner will provide info to Mr.Tirone. Exuvated
material and asphalt to be moved off-site. Some back fill will be required. Restrictions to be included in RDA-approach
site from the front,erosion controls,silt fence. Work cannot be started until receiving Board of Health approval.
Mr. Maughan Made Motion to Issue Negative Determination with changes as discussed tonight. Ms.Longley
seconded. Vote 54)-0
DOC 270-0622: Minor Plan Change,181 South Street,Wise
Thomas Wise,owner made presentation. He had come before Conservation Commission around February 2014
regarding accessory apartment. Previous plan included new second driveway and was approved by Board. Zoning Board
of Appeals also approved original plan. A neighbor appealed because of the impact of second driveway on his property,
and was questioning the process by which plan was approved. Mr.Wise's new submittal does not include second
driveway,but is expanding the existing driveway. This plan saves a large tree, 12 bushes,although 5 large evergreen
trees will be removed. Original proposal for garage was approved for a two car garage,now garage is being rotated 90
degrees and changed to a three car garage. Almost all differences to impervious areas are outside 100'buffer. 29 sq.ft.
impervious area is just inside buffer with new driveway. Board is not sure if property is riverfront;this is outlet side of
river at Sturges Park. Owner is proposing to add picket fence without taking down trees. Plans to have 4 gates,one in
front right of house and a two door gate at back,and one at driveway.
Ms.Scanlon reminded him that yard debris should not be dumped behind the fence and encouraged composting.
Mr.Tirone asked if proposed driveway needs to be that big. According to contractor,to save tree in front he doesn't have
an option. In order for cars to come in driveway and park and be able to turn it needs to be this size.
Project is still within 100-200 foot zone. It was recommended to Mr.Wise by wetland specialist to put stone trench to
capture water.
Mr.Tirone will add new stamped plans and update showing retaining wall and letter to existing Order of Conditions.
Mr.Maughan made Motion to inue Minor Plan Change for 181 South Street. Mr. Lynch seconded. Vote 5-0-0.
ANRAD 270-0648: 116 Van Norden Road,Boni
Town Treasurer,Nancy Heffernan,contacted Mr.Trane regarding this land. The Town of Reading owns this land because
of back taxes due. Mr.Tirone contacted lack Sullivan,engineer for the project,and the proposal was withdrawn. This
case will probably be resolved and resubmitted to the Board.
Old/New Business
2-r rainstorm created 4-5"of mud at Willow,Summer,and West Streets staging area. Mud was flowing into Aberjona
River. Mr. Maughan feels silt fence should be put in around staging area.Mc Tirone has site meeting every Thursday at
11:00 am. He witnessed flushing was downstream. Work crew was responsive to Mr.Tirone's request for hay bales and
silt fence. Discharge area should be protected. Mr.Tirane reported that on Fridays sweeper comes. Trap rock on traffic
island was suggested to make area less muddy when it reins.
Mr.Tirone reported there is another project up street from this on West Street. Tree and some stairs on a home to be
removed by Town.Town will be doing some fill to make new front lawn and make new sidewalk around tree. This work
probably falls under Town Permit. Town to do minimal work because this home owner will be filing for a permit in the
future.

Minutes for Approval
Mr. Sullivan made Motion to accept minutes of August 12,2015 as amended. Ms.Longley seconded. Vote 4-0-1. Mr.
Maughan abstained. Minutes of July 22,2015 not approved at this meeting.
Other Business;
Mr.Maughan attended the appointment subcommittee meeting.There are two candidates interested in joining
Conservation Commission. One was unable to attend the meeting. Subcommittee asked Mr.Coulliard about his
experience,and will make their recommendation to Board of Selectmen.
Discussion on adding additional projects to Minor Projects checklist
Board is to create definitive list of projects that would qualify as Minor Projects rather than RDA's. Board of Selectmen
requested development of a checklist. Board discussed at length ways to clarify the definitions. To make things more
clear proposed projects that come before Board should be added to the list. Use of general guidelines,performance
standards,and as applications are submitted,add that type of project to list.
Mr.Sullivan suggested tabling this discussion until new members are in attendance.
Mr.Tirone will compile minor project suggested changes for further discussion at next meeting.
Getty Station 30355
CPDC wanted to reconsider close out project. CPDC will ask for letter stating that they understand a new project is going
in that space. A close out can take years. Ms.Scanlon is not satisfied that risk to environment is under control. Expected
close out by January 16,2016. Ms.Scanlon will continue to look into this and will report back at next meeting. Mr
Maughan suggested inviting Getty to a meeting to hear their reasons for wanting to closeout.
Mr. Maughan made Motion to adjourn meeting at 9:20 pm. Ms.Longley,seconded. Vote 5-0-0
