Minor Site Plan Review — Burger Kine Applicant: Jeff Benevides. 357 Main Street Jeff Benevides of Amaral Associates was present on behalf of the Application. Ms. Mercier gave a brief overview of the project, noting that most of the exterior work is limited to building upgrades, landscaping, and lighting. Mr. Benevides explained the proposed modifications to the building and to the site. Exterior changes include removing the low overhang, eaves and shingles, and recladding the building to make it more vertical and modem in appearance. Site work includes trimming the landscape beds and planting new shrubs. He noted that the large pine tree at the front is proposed to be removed and replaced with a smaller tree, and that a total of twelve (12) new trees will be added around the site. There will be no change to signage, but a new canopy will be Installed over the order screen window. The parking lot will be restriped but the lines will not change. The Fluorescent light band on the building and the parking lot lights will be upgraded to LEDs. Mr. Safina asked whether the entire red Iightband will be illuminated and whether the light source will be visible. Mr. Benevides replied that it Is currently entirely illuminated with fluorescent bulbs, and that the light source will never be visible. Mr. Tuttle pointed out that it is not currently obvious. Mr. Safina asked if any lighting is proposed for the order confirmation board. Mr. Benevides indicated that it would be proposed as part of the sign permit package. Page I 1 Ms. Mercier asked whether the proposed cladding will increase the overall height of the building. Mr. Benevides responded that the building height will be 20 feet, which is below the maximum permitted by zoning. Ms. Dellos asked if the sodded areas have a water source. Mr. Benevides said he believes the site is irrigated. Mr. Safina asked whether a photometric plan had been provided, and asked for Information regarding the parking lot lights. Mr. Benevides pointed out the six (6) parking lot light poles on the plan. He stated that the poles are twenty (20) feet in height, and that the fixtures will all be upgraded to LEDs. He agreed to adjust the fixtures so that they do not spill light onto Main Street. Ms. Dellos asked whether the Applicant Is proposing any painted CMU on the building. Mr. Benevides replied in the negative, and explained that the bottom of the building will be finished with a thin brick veneer. Mr. Safina stated that such a material is applied like the and looks real. There were no comments from the public. Mr. Tuttle moved to approve the Minor Site Plan Decision for 357 Main Street as amended. The motion was seconded by Mr. Weston and approved with a 4-0-0 vote. Minor Site Plan Review - Tread on the MITI Applicants: Tiffany Freitas and Lori Haverty, 11-13 Hiah Street Tiffany Freitas, Lori Haverty, and Architect Nancy Twomey were present on behalf of the Application. Ms. Mercier gave a brief overview of the project, noting that site work is very limited. Ms. Freitas explained the proposal to the Commission. Exterior changes Include refurbishing the garage doors so they are sound proof with horizontal windows, repainting the building in the existing color, and - if possible - the addition of a pergola similar to the pergola at their existing facility. Mr. Safina asked how much of the garage doors will be glass. Ms. Freitas responded that the doors will have 1 panel of glass with blinds to create an enclosed feeling in the studio. Mr. Tuttle asked if the doors would maintain the existing setback from the building facade. Ms. Freitas responded that the doors will be slightly setback from the facade but bumped out from the wall. Ms. Twomey added that the facade will maintain the look of paneled doors with an MDO-like material, and noted that only one (1) door will have windows while the other two (2) will be solid. Mr. Safina opined that the pergola idea is nice, but that the Commission cannot outright approve it if it does not meet zoning. Ms. Twomey replied that she Is working to determine how to make the pergola Flt within zoning setbacks. Ms. Freitas explained that the landlord is allowing them to paint the side of his trailer, and that she is hoping to hire local artists to create a mural. Mr. Safina asked whether any lighting is proposed. Ms. Haverty explained that lighting will be considered once the pergola is figured out, but that the site currently Is lit. Mr. Safina asked about the light pole on site. There is currently no power to it. Ms. Freitas stated that any proposed site lighting will be down-lit and on a timer. Page 12 Mr. Safina asked about the abutting properties. Ms. Twomey replied that there is a single- family residence next door and that the Applicant's building is almost on the lot line. Mr. Tuttle asked if the trailer is permitted. Ms. Mercier responded that there is a permit on file for it. There were no comments from the public. Ms. Delios asked about the hours of operation. Ms. Haverty replied that the hours will be from 5:15-11:30 AM, and from 5:30-8:30 PM. The Applicants were reminded that they need a permit from the Board of Selectmen to open their business before 6:00 AM. Mr. Tuttle and Mr. Safina agreed that the pergola should be encouraged. Mr. Weston opined that it would be nice if it could wrap around the building and be visible from the street. Mr. Tuttle suggested that stamped concrete could be one way to make the entrance visible without encroaching on setbacks. Mr. Safina noted that the Applicants are allowed two (2) signs and asked them about their Intentions for signage. Ms. Freitas asserted that they are still looking into it and exploring ways to reuse the free-standing sign in an artistic and appropriate way. Otherwise, they will propose a wall sign and a blade sign. Mr. Tuttle moved to approve the Minor Site Plan Decision for 11-13 High Street as amended. The motion was seconded by Mr. Weston and approved with a 4-0-0 vote. Sian Permit Application — Artis Senior Livina Applicant• Alan McIivried. 1100 Main Street No one was present on behalf of the Application. Ms. Mercier explained that there was some confusion as to whether the site sign had been approved, but that she put it on the agenda for an informal review by the Commission just in case it had not. She said there is no Master Signage Plan on file for the property. The Commission did not remember approving the site sign in the past. Mr. Safina asked If the sign would be obscured by the fence, and noted that the Applicant had agreed to work out a mutually-agreeable fencing plan with the neighbors. Chris and Lisa LaSpina, 1082 Main Street, described the fence sections and heights that they agreed to with the Applicant. They noted that the final two (2) sections of fence have not been installed yet. They expressed concern that the sign will block sight lines or will be visible from their property. Mr. Weston noted that the sign will be setback twelve (12) feet from Main Street, and thus will not block sight lines. However, the sign, which is proposed to be only 54"above grade, will be behind the proposed fence and thus will not be viewable by northbound traffic. The Commission reasonably concluded that the Applicant may want to move the sign to the northern end of the site, which is next to the entrance, and will not be blocked by the fence. They agreed to allow this if It is desired. Ms. Mercier agreed to reach out to the Applicant to inquire about this, and to include some language in the decision referencing this. The Commission made very clear that the Applicant is to follow through on their agreement with the neighbors regarding the fence. Mr. Tuttle moved to approve the Certificate of Appropriateness for the Artis site sign. The motion was seconded by Ms. Goncalves-Dolan and approved with a 4-0-0 vote. Page 1 3 Continued Public Hearing - Zoning Bylaw Amendments Sian Bylaw Town Counsel Ray Miyares and Blake Mensing were present for the Public Hearing. Mr. Safina explained that the changes are intended to make the Bylaw constitutional, but also to make It readable and user-friendly. The Commission went through each change with Town Counsel. Sion Bylaw - Vote Mr. Tuttle moved to approve the Sign Bylaw revisions as further amended, and to include the proposed amendment to the Sign Bylaw (Section 8) on the November 2016 Town Meeting Warrant. The motion was seconded by Mr. Weston and approved with a 4-0-0 vote. Accessory Structures The Commission reviewed the draft, which was revised to incorporate additional feedback after the August 8th meeting. Nancy Twomey commented that the revised version looks great. Accessory Structures - Vote Mr. Tuttle moved to approve the Accessory Structures revisions as further amended, and to include the proposed amendment to Accessory Structures(Section 5.5) on the November 2016 Town Meeting Warrant. The motion was seconded by Ms. Goncalves-Dolan and approved with a 4-0-0 vote. Update MM Mercier explained that the Reading Public Library applied for a sign permit for their site sign, and that the permit application included an awning/canopy sign that the Commission had not reviewed. The awning/canopy sign will be constructed of steel letters that will be affixed to the rail over the glass addition, and it will face the rear parking lot. It will not be Illuminated. The Commission reviewed the proposal and agreed to allow it. Ms. Dellos informed the Commission that another 40B applicant has applied to the State (this time, Mass Housing Partnership) for a Project Eligibility Letter. Mr. Tuttle moved to adjourn the meeting at 10:50 PM. The motion was seconded by Mr. Weston and approved with a 4-0-0 vote.
