Chair Jeff Hansen called the meeting to order.
Approval Not Required Plan - 116 Van Norden Road
Applicants: Frederick J. Boni and Karen Gately-Herrick
Applicants Frederick J. Boni and Karen Gately-Herrick were present on behalf of the
Application.
Ms. Mercier explained that the Plan shows the creation of one buildable lot with frontage on
Van Norden Road, and one parcel labeled "not a building lot" with insufficient frontage on
Harold Avenue.
Mr. Safina moved to endorse the ANR Plan for 116 Van Norden Road. The motion was
seconded by Ms. Goncalves-Dolan and approved with a 3-0-0 vote.
Plan Endorsement - 149 Van Norden Road
Applicants: Jesse and Sarah Wilson
Attorney Brad Latham was present on behalf of the Application.
Ms. Mercier explained that all of the conditions prior to endorsement have been satisfied,
and that the Town Engineer has issued a memo expressing satisfaction.
Mr. Safina moved to endorse the Final Plan for the Planned Residential Development at 149
Van Norden Road. The motion was seconded by Ms. Goncalves-Dolan and approved with a
3-0-0 vote.

Public Hearing - Zonina Bylaw Amendments
November 2016 Subseauent Town Meeting
Mr. Safina read the legal notice into the record.
Sian Bylaw
Town Counsel Ray Miyares and Blake Mensing were present for the Public Hearing.
Mr. Miyares explained his revisions, which he believes will make the Bylaw constitutional, to
the Commission. He also suggested that the Commission remove repetitive language, and
choose between the text and the table.
The Commission discussed the suggested revisions one at a time.
Mr. Safina noted that the Commission is trying to make the Bylaw user-friendly and
understandable. He asserted that keeping the table is Important because it summarizes the
regulations in one place.
Megan Young-Tafoya, 40 Oak Street, commented that the pictures are a great addition. She
asked for more information to be put on the website to educate the public regarding the
implications of the recent Supreme Court decision and any guidance provided by the State's
Attorney General. She noted that the definition of Sign in the beginning is really long and
hard to read. She also suggested giving Town Meeting a general overview before starting
the discussion at Town meeting. She suggested allowing A-Frame signs in the Business A
Zoning District.
Ms. Mercier explained that the basic issue with the current bylaw is that it contains many
content-based provisions, yet the Town cannot regulate signs based on content. She agreed
to provide more Information on the website.
Tony D'Arezzo, 130 John Street, asked if Town Counsel's proposed changes could be defined
as"important to change for constitutionality"versus"really nice to change."
The Sign Working Group agreed to meet to Incorporate Town Counsel's feedback into a new
draft for review on August 22"d. It was reiterated that proposed changes for November 2016
will regard constitutionality only, and that substantive changes to regulations and provisions
will be considered next year.
Mr. Safina moved to continue the Public Hearing on the Sign Bylaw to August 22nd. The
motion was seconded by Ms. Goncalves-Dolan and approved with a 3-0-0 vote.
Zonina Bylaw Amendments - Continued Discussion from July 11th
Accessory Structures
The Commission reviewed the proposed language, which was revised based on feedback
received from the public.
Mr. D'Arezzo asked whether removing Accessory Apartments from the provisions of
Accessory Structures has any unintended consequences. Ms. Mercier agreed to review it and
to revise the language as needed for discussion on August 22"d.
Accessory Apartment
The Commission discussed the appropriate square footage for an accessory apartment, and
agreed that 1,000 square feet, which would be the maximum permitted, is okay.
Zonina Bylaw Amendments - VOTES
Mr. Safina moved to approve the language of and to include the following Zoning Bylaw
Amendments on the November 2016 Town Meeting Warrant.,
- Section 4.6 Site Plan Review: revisions to thresholds
- Section 2.0 Definitions &Section 5.3.1 Table of Uses for Business and Industrial
Districts: add `Pet Grooming' and allow It by-right

- Table of Accessory Uses for Residential Districts: add `Special Home Occupation'
and allow it by special permit
- Add Section 5.6.7 Special Home Occupation parameters for approval

The motion was seconded by Mr. Hansen and approved with a 3-0-0 vote.
Mr. Safina moved to continue the discussion of Accessory Structures on August 22n° The
motion was seconded by Mr. Hansen and approved with a 3-0-0 vote.
Minor Amendment - Home Depot
Applicant: Joanne Murrin. 50 Walkers Brook Drive
John Kerekes of Greenberg Farrow was present on behalf of the Application.
Ms. Mercier explained the revisions to the outdoor storage plan, and noted that staff are
working with the Home Depot to ensure that outdoor storage is kept within the delineated
boundaries.
There were no comments from the public.
Mr. Safina moved to approve the Minor Amendment to outdoor storage at Home Depot. The
motion was seconded by Ms. Goncalves-Dolan and approved with a 3-0-0 vote.
Minutes
Mr. Safina moved to accept the June 6"' minutes. The motion was seconded by Mr. Hansen
and approved with a 3-0-0 vote.
Mr. Safina moved to accept the June 2e minutes as amended. The motion was seconded
by Ms. Goncalves-Dolan and approved with a 3-0-0 vote.
Mr. Safina moved to accept the June 21n minutes. The motion was seconded by Mr. Hansen
and approved with a 3-0-0 vote.
Mr. Safina moved to accept the July 110 minutes as amended. The motion was seconded by
Ms. Goncalves-Dolan and approved with a 3-0-0 vote.
Mr. Safina moved to accept the July 19m minutes. The motion was seconded by Mr. Hansen
and approved with a 3-0-0 vote.
Mr. Safina moved to adjourn the meeting at 10:15 PM. The motion was seconded by Ms.
Goncalves- Dolan and approved with a 3-0-0 vote.
