Topics of Discussion:
The Committee called to order at 10:11 AM.
Status Update
Welcome Stonehaml We gave them a copy of the IMA.We discussed incorporating a new Town into the
IMA.
Stoneham:
Most of their affordable units are homeownership.Some of these units are set to expire in 10+years.
They are under 5%for the SHI.They have built over 700 units recently,none of them affordable.
The Town needs to work on a better relationship with the Housing Authority.
There is no HPP, but it is almost done.
The Town Administrator's goal is to modernize the Town and be proactive to resident needs.The Town
needs more public transit.This is not a CPA Community.
The Town Planner would fund our program through her operating budget,so it lasts.The MNRHSO
could help with organizing all the affordable units in the Town. I can help with the dayto day tasks, like
resales,re-financing,etc. I can also help with line items in the HPP.
Timeline for Stoneham to put MNRHSO in the operating budget:Send the SHI and the scope of services
to Ms. Rust and Ms.Stanton.We would put an agreement in place between Reading and Stoneham for '

the interim year,and then Incorporate Stoneham Into the next IMA or for FY20. Ms. Rust will send an
example to Ms. Mercier.
Minutes
The minutes for April 21"were approved as amended.
The minutes for June 2P were approved unanimously.
North Reading:
Issues with the Edgewood Monitoring Report.Veronica Truell from South Shore is the monitoring agent.
It's important to know who approves Edgewood's rents.
The Housing Production Plan was approved.The next steps include working with the Housing Authority
regarding Town land.
Puke Redevelopment(Berry Property)—The funding to the Town is undecided in terms of how to use it;
perhaps sewer infrastructure.
There was a listing for what Danielle thought might be an affordable unit.Ms.Stanton will look into it
further.
Reams
Reading Woods resale and litigation.This case was settled out of court.This unit ended up going to an
ineligible buyer,but the deed rider continues,so the unit remains affordable.
Gazebo Circle unit—This unit sold for market rate,with the surplus going to the RHA
Saugus,
No one present from the Town.
Wilmington:
Resale at Shawsheen River Estates.
Questions
North Reading asked about Habitat for Humanity(singles and duplexes)on Town owned land.
• The Town would donate the land to the organization.
• They would be counted on the SHI through the LIP LAU process.
• Can't guarantee that the owner will be local,but we can do a local preference If it's a duplex unit
(50/50)

If an affordable unit is a fraction, let the developer buyout of the fraction, rather than rounding up.
Off-site units:Developers should purchase,market and sell. It is cheaper to buy a ranch, renovate,deed
restrict and resell than to build an affordable unit.
Discussion of subdivision regulations,density bonuses and payment in lieu.
