Ms. Longley called meeting to order at 7:00 pm
Not 270-0568 Town-wide trail maintenance permit Adam Clark from troop 702 presented an Eagle Scout project for
bat boxes in the town forest.The bat boxes are mounted on galvanized poles near the Ipswich River. The commission
asked several questions about the height and how deep the hole needs to be to support the lofty artificial cavities.Mr.
Clark will use green cement mixed to set the poles in the ground.The commission approved the work and a donation for
the work of$150.00.

Not 270-0678 Reading Rine and Revolver Club Conservation Member Dave Pinet a divulged his conflict as a cument
member of the club,submitting 268A subsection 23b,form 3 to the Town Clerk.Mr Pinetre stated he can stay on as a
voting member on this application and be impartial even though he's a member of the Reading Rifle and Revolver Club.
The club is proposing to create a new rapid firing range and install Hesco barriers as safety walls between the ranges.The
rapid firing mnge it will be surrounded by 3 foot by 5-foot wide sand filled bags that are 9 feet tall.The range will also
have dark skies application so no bullet can escape the shooting area.The size the mnge is 8000 s.f. and the impact area
will be contoured at the end to receive the ordinance.Two walls will be installed 3 to 5 feet wide and 9-foot tall to separate
the two other connected shooting range.The commission asked the applicant to speak to the building inspector and if the
applicam was compliant with the Conservation tree policy.A request for an O&M plan was made that will let the
commission know how the club will remove the bags if the bags are ripped. The Hesco barriers should last for 50 years
and can be dismantled by removing a spiral hinge.The applicant said scoops of sand will be dropped into the interior and
when filled you can stack them one on top of another.There will be no sotivity in the resource area.

NOI 270-0677 116 Van Norden Road The applicant said a drip trench will be installed along the driveway and no work
will occur in the 25-foot buffer zone except the removal of two pine trees,but the stumped will remained.The retaining
wall will be removed and rebuilt on site. One shed will remain and two sheds will be removed.The commission wants the
applicant to talk to the building inspector about the cantilever deck supported by Steel beams,if is legal and safe.The
applicant said the he will remove the steel beams and install footings the foundation in the back of the house is not to code
and he will install new footings in that area and there will be no blasting.
Motion to close by Mr.Flynn second by Mr.Curtis Vote 5-0.0
ANRAD 270-0674 44 Roma Lane Matt Carroll said that he rejected the commissions offer for P party review and
denies the site was filled. Mr. Flynn said P party review was needed on this site and it was necessary to understand the
site.Mr.Couillard suggested as a compromise,narrowing the scope for the review asking for only the wetland line next to
the house is reviewed.Mr.Carroll said his biggest concern was the original 2013 Manuel plan was overpowering the 2016
Oxbow plan.Ms.Longley said the area next to the house was hydric when we augured it on the site visit.Mr.Carroll was
offered a narrowing of the scope of 3`a party review but declined and asked to close the hearing.

The Commission reviewed the Determination of Applicability for 23 Smith Ave.and signed it
Discussion of the annual report,Rebeca Longley agreed to review and update.
MACC Environmental Conference was discussed and the fee is paid for by the Conservation office.
270-0668 22 Pasture Road Minor Plan Change,plans submitted and request letter

285 Main Street,Perfectos Mr.Couillard asked about coconut log installation at 285 Main Sued,Perfectos
Mr Tirone gave an update on 218 Salem Street
