Topics of Discussion:
The meeting of the Board of Health came to order at 6 pm on June 30, 2014 in the
Berger Room of Reading Town Hall. Present at the meeting were Board members
Barbara Meade, Andrew Friedmann, and David Singer, Health Director Ruth Clay,
Town Manager Bob LeLacheur and Board of Selectmen John Halsey.
Request for waiver of permit fees for Fall Street Faire: Clay explained that the
committee for the Fall Street Faire had requested that the Temporary Food Permit fee
be waived for their event. She noted that the current fee of$25 is waived for current
Reading food establishments; the only businesses that would pay the fee would be
those not operating in Reading. Both the Town Manager and Board of Selectmen
Halsey opined that they did not see a reason to waive the fee. The Board of Health
voted 3:0:0 to deny the variance request.
Discussion about Public Health Nurse Position: Bob LeLacheur noted that his plan at
this time was to hire a 15 hr/wk nurse to replace the 32.5 hr/wk nurse who recently
resigned. He expressed his concern that there was not enough work for 32.5
hours/week. The Board expressed their concern and disagreed with the Town
Manager. Clay noted that she was attending two-day training on a public health
strategic planning process the following week and that this seemed like a good time for
a strategic planning process, both for a vision for the division as well as for the future of
regionalization. LeLacheur said that the Board should develop a plan for an ideal health
department, that he was open to new ideas, and he would re-examine the public health
nurse position at that time. in the meantime, the MelroseNVakefield nurse will cover the
investigation of communicable diseases, no other services will be provided.

Barbara Meade noted that it was time for the re-organization of the Board. Clay will
make sure it is included on the next agenda.
