Bill Hanson Paul Cheney Christine Cheney John Tilton Jackie Welch Minutes Respectfully Submitted By: Chuck Tirone Topics of Discussion: - Ms. Longley caged meeting to order at 7:00 pm NOI 270-0680, 1260-1264 Main Street,Mass Equity The Commission discussed new plans handed out at the meeting for 1260-1264 Main Street and also discussed the site visit to review the wetland flag locations. On the site visit flags were moved upslope and the new plans reflected these revisions.The plans also show the house moving forward the driveway reduced and the roadway was also reduced in size.New test pits were completed and mounding calculations show no sign of breakout. The name of the subdivision road is Veterans Way. The draft easement language was not ready for this meeting and will be ready on Thursday for the Commission to review. Environmental signs were requested on the lots abutting the wetland to educate and prevent yard waste dumping. Mr. Flynn spoke out against closing the hearing so review of the new material including the easement language can be completed. Motion to continue by Mr. Flynn; second by Mr. Pinette. Vote 6-0-0 General Permit 270-0351 and 270-0638,Engineering Dept. The Engineering Department presented a project to address some of the flooding issues at the end of West Street by the Meadowbrook Golf Club. Routine work is allowed under a general Page I 1 permit to roads and sewer lines with notice to the Conservation Commission.This project is contained in the road right-of-way and will include erosion control and dewatering BMP with any discharged outside of the hundred foot buffer zone.No new flow will be added to the existing culvert they are just intercepting the water higher up the street and relaying it back into the culvert underneath the road. West Street by the golf course is crowned to the east and super elevated by design it pushes sheet flows towards the storm drain in this area.The engineering department designed double catch basins in this area to handle the water. Leaching catch basins will be installed at the midpoint of the hill and if the high ground water allows additional leaching catch basin will be used at the base of the hill. This project is one phase of a duel prong solutions to address flooding problems in this area.The next phase may include a dredging project to remove years of sediment that backup the stream during heavy rain events. The Commission agreed this work fits the strict guidelines of the General Permit and approved the project. Motion to continue by Mr. Flynn; second by Mr. Pinette.Vote 6-0-0 RDA 2017-2 Roadway Maintenance Project DPW Town Engineer Ryan Percival submitted plans showing street they intend to preform maintenance on.The projects include three maintenance choices overlay, applying a bituminous concrete surface over the existing road,mill and overlay, also known as cold plaining where you grind off the existing travel way surface then applying bituminous concrete over the remaining under-laying surface and reclamation, scarifying and pulverizing in-place the asphalt pavement and underlying material,mix,re-grade and compact receiving two layers of bituminous concrete top course.The work on various streets in town shown on the plan will start in late June.Erosion BMP's will be installed after a joint conservation and engineering drive-by window survey of all the proposed streets are completed.As a Final step engineering will clean up sediment in the catch basins with a vactor truck and the tree row the will be loaned and seeded within two weeks of the completion of each street Motion to continue by Mr. Flynn; second by Mr. Couillard.Vote 6-0-0 NOI 270-0682 45 Causeway Road Joe Jammallo presented the project for the Reading Municipal light department the power lines through a survey found to be out of line and they have an application to remove one pole and reinstall it is 7 feet over from the original pole.The new pole at 45 Causeway Road,pole 503-6 approximately Hoot east of the BV W as shown on the plan.A two foot diameter hole will be drilled with a solid stem auger 9-12 feet deep 7 feet west of the original hole. RMLD needed to meet two field goals go achieve the new NEC Safety Code standards,make sure wires are away from other wires on the site and have the poles in a straight line. This pole failed structurally as discovered through a resistograph that measures the section properties, as well as wood fiber density and strength.Excess spoils will be removed from site. Motion to close and issue by Mr. Flynn; second by Mr. Curtis.Vote 6-0-0 RDA 2017-1 Lot B,0 Border Road pictures displayed of the highway layout,Ariel of 1974 and the USGS Map.The owners clear the lot of overgrown vegetation without a permit. A neighbor called to complain about the noise and cutting over the weekend,a stop work order was verbally issued.The owners filed a permit to continue to remove the vegetation and relocate the stream so it runs around the perimeter of the property instead of through the center. The owners says that was its historic location but was moved when the Reading DPW install the pump station across the street and needed parking for the project on border road.The stream also was altered when Rt. 93 was built in the 50's Page 12 according to the owners. The Commission requested the administrator go to the site and count the cut trees and look at the water course to see its condition Motion to continue by Mr. Flynn; second by Mr. Curtis.Vote 6-0-0 National Grid Forest Street project courtesy notice was approved. The emergency permit for the Reading DPW tree removal on Pond Meadow Drive.was approved. The site visit 44 Roma Lane with DEP's Mike Abell and Oxbow Associates was discussed.
