"Abraham Lincoln Crosswalk request for Route 28, South Main St. 4 -30 -18 To the Reading Selectmen, Road Agents for the Town of Reading, I was at the Selectmen's meeting where the Town Manager announced that the state had asked if Reading wanted to move the paving of Route 28, south Main St. to this year - a stunning development that would not leave time to plan out the Road Diet that has been in the concept stage since at least 2013 when the MAPC study recommended it. That being the reality, I'm writing to request that crosswalks on south Main (at Minot and Knollwood) be marked clearly and in multiple warnings as they are on Route 129, Salem St., as you near the rotary for Route 95. I've cropped some photographs that illustrate the markings. There are multiple signs for the crosswalk, warning that it is ahead, and right next to the street at the crosswalk itself. They also have solar powered flashing lights that a pedestrian can activate. Currently, crosswalks on Route 28 do not have the signs warning of the upcoming crosswalk, despite the speed limit being faster than on Route 129. Nor are they all next to the pavement, some of the signs are on the inside of the sidewalk instead of being next to the road, making them even less visible. This image below shows the warning as you head east, toward the rotary. This image shows the crosswalk signs at the crosswalk, again, heading east. On the next page, you can see heading west, toward Reading, that there is a sign on the bend in the road, so that motorists will see that when they round the bend, there is a crosswalk coming up. To the right, an image of the other sign (just visible on the right of the photo above, also), warning of the upcoming crosswalk as you head toward Reading. And below, the crosswalk is marked again on both sides at the crosswalk itself as you head toward Reading. So please make it safer for pedestrians - the crosswalks on Route 28 should be improved as part of the roadway work this year. RAM Plan Summary FSL estimates that 2,500 -3,000 cubic yards of soil will be removed from the Site as part of the RAM. As observed during previous Site soil characterization activities, the subsurface profile within the proposed excavation area consisted of historic urban fill sand and gravel with some coal ash and red clay bricks in the approximate 0 -3' below ground surface (bgs) range, and natural sand in the approximate 3 -8' bgs range. All soil removed as part of the RAM will be handled in accordance with 310 CMR 40.0440 of the MCP and with the receiving facility's soil receipt requirements. Due to the size of the Site and project constraints, soil is planned to be removed in a "load- and -go" type of effort. However, in the event that soil will be temporarily stockpiled on -Site prior to off -site disposal, the stockpiles will be covered with plastic sheeting until removal. Following excavation, soil samples will be collected from the area of excavation to characterize soil remaining in the excavation at the Site for risk characterization purposes. The composite soil samples will be submitted to a MADEP approved laboratory for analysis of the metals arsenic and lead. Proposed Closure of RTN 3 -34791 in accordance with 310 CMR 40.0900 of the MCP, FSL will complete a post -RAM Site risk characterization using all applicable data collected by FSL. The purpose of the risk characterization is to ensure that a level of No Significant Risk to health, safety, public welfare and to the environment was achieved at the Site as a result of the completed RAM activities. Once the Site passes a risk characterization, FSL will submit a RAM Completion Report /Permanent Solution Statement to the MADEP and will close out RTN 3 -34791 in accordance with 310 CMR 40.1040 of the MCP. FSL anticipates the RAM Completion Report /Permanent Solution Statement will be submitted prior to February 26, 2019, in accordance with MADEP Enforcement Document #00004027, which was submitted to MKM Reading, LLC. on April 19, 2018. From humble beginnings in the 1980s and '90s, this industry has grown to become a reliable source of news, historical documentation and technological accessibility to communities across the Commonwealth. This growth is stunted by cable's refusal to allow community media stations the same treatment they offer to other cable stations. Despite repeated attempts to keep the legislature out of the equation, our organization was compelled to file S.1857 —An Act Supporting Community Access Television (Sen. John F. Keenan). If ratified, the bill would allow community media stations in Massachusetts access to both High Definition Channel space and access to Electronic Programming Guides. Keep in mind that over 80% of CMCs in the State are capable of transmitting HD signals, but the cable companies refuse to grant the channel space or access to the guide, even though they claim that these services are fodder for local negotiation. The ratification of this bill would not cost the State. In fact, CMCs employ hundreds of professionals and spend millions of dollars annually in Massachusetts. Further, there would be no additional cost to cable subscribers. Because the cable companies defer the cost of operating CMCs back to subscribers, the passage of 5.1857 would actually ensure that cable subscribers are receiving the best quality service — a service they're already paying for. Technology evolves at a dizzying pace. With this pace comes a steady decline in local media coverage. The community media station is one of the last hyper -local outlets where residents can turn for governme historical reference and expert training.
