5c) MOVE that the Select Board vote to approve the sale of the property located on Brook Street,
shown as Lot 122 on Assessors' Map 8 and described in a deed recorded with the Middlesex
South District Registry of Deeds at Book 31286 Page 172, subject to approval by a vote at the
Subsequent Town Meeting to be held in November 2018.
MOVE that the Select Board vote to execute the deed as presented for the sale of property
located on Brook Street, shown as Lot 122 on Assessors' Map 8 and described in a deed
recorded with the Middlesex South District Registry of Deeds at Book 31286 Page 172.
MOVE that the Select Board vote to have Town Counsel prepare a Warrant Article for the
approval of the sale of property located on Brook Street, shown as Lot 122 on Assessors' Map 8
and described in a deed recorded with the Middlesex South District Registry of Deeds at Book
31286 Page 172, for inclusion in the Warrant to be issued for the Subsequent Town Meeting to
be held in November 2018.

Brook Street Sale Back round
• 28 Redfield Road is a parcel of land (the "Property "), with a one - family home, located in
both Reading and Wakefield. The home and most of the land (2,725 sf) is in Wakefield
but a small portion of the land (436 sf), constituting all the Property's frontage on the
road, is in Reading on Brook Street.
• In 2015, both Reading and Wakefield completed tax foreclosures on their respective
pieces of the Property. Thus, both Towns now hold title to their portions of the Property.
• In 2017, Wakefield conducted a Chapter 30B procurement to locate a buyer for the
Property. Wakefield included Reading's portion of the Property in the procurement.
• That procurement yielded a buyer, with a purchase price of $151,000. Reading and
Wakefield will split the proceeds based on each Town's square footage in the Property,
with Reading receiving $20,838: Presently, the Town Assessor assesses the value of
Reading's portion of the Property at $100.
• Completion of the sale requires: (1) approval by the Select Board of the sale; (2)
execution of a deed to the Property by the Select Board; and (3) subsequent ratification of
the sale by a vote at Town Meeting.
• Buyer desires and is prepared to close immediately (end of August) after approval by the
Select Board of the sale and execution of the deed.

Re: Rodent Complaints and Follow Up Activity
Background:
The Health Division proactively manages public health concerns and as part of that
effort, maintains a log summarizing complaints and follow -up. In the past few weeks we
have seen an increase in complaints related to rodent activity. Most of the complaints
were concentrated in the South West area of Town including: South St.; Summer Ave,
Boyce St.; County Rd.; Wescroft Rd.; Avalon Rd.; Alden Circle; and Riverside Drive.
Health Inspectors and I followed up on complaints and assisted with recommendations
as needed.
Next Steps:
The attached spreadsheet summarizes the complaints, issues, and recommended
actions. In many cases, residents are already working with professional pest control
companies to manage the problem. The Health division is also working with the DPW
to explore catch basins and underground infrastructure and to further investigate
complaints related to public parks. The General Contractor for Reading Village
(Prescott /Lincoln 40B), Bald Hill Builders has voluntarily increased enforcement efforts.
Area dumpsters have been inspected where complaints have been made and there
were no observed problems.
