Minutes The minutes for October 27"were approved as amended. Status Update North Reoding: Laurie/Liz will review the 4oR decision for Edgewood(Residences at Martin Brook).The affordability is set to expire in 2038. Danielle wants to preserve the affordability. The development near the quarry is proposed as 450 market-rate,over-55,ownership units.The project proponent is going to give the town$30 million dollars,some of which could potentially be used for the development of affordable housing. Wilmington: Facilities Master Plan—the Town is looking to surplus land for an over-55 rental project o The first step is to put together an RFP,or do a solicitation of interest. o There are different levels of restricted rents—independent living, assisted living,etc. The rents can be calculated depending on income levels. Liz will do this. o The Town can permit the project through an overlay district. Page I 1 o Options for subsidies include a 40B,a Workforce subsidy,or some other subsidy from the State.The State typically wants a local match or contribution.Cheap,free land is a given. The subsidy would be a one-time thing. 18 Denault Drive—DHCD needs the recorded deed rider and approval letter to be counted on the SHI. 16 Avon Street—Check mailing address for owner.The unit is not counted on SHI,as the Town did not go through the DHCD when the unit was being constructed,but there is a deed restriction on the unit. The owner has other properties in Wilmington. VTS Website Update Reading and Wilmington are in.Saugus wants to see the website up and running before they agree. North Reading is out.Julie will follow up with Millard Rose of VTS about the possibility and cost of a scaled back two-town site. Other Towns that may be interested in ioinin¢the M NRHSO Lynnfield—no planner,never heard back from Alan Stoneham—Danielle spoke to them, and they are not currently interested Nearby towns with CPA—Middleton Other towns in NSPC region—Winchester,Woburn,Wakefield Resale Lotteries The challenge with a resale lottery is the 90-day resale period.One cannot disadvantage an owner, but it can be hard to find a buyer.There was an abbreviated lottery at the resale for 18 Denault in Wilmington, with Kristen Costa's help.We could have a ready-buyer list process with DHCD.We could have a 2-week application window,and ask the monitoring agent to do this. Liz could help Laurie become a monitoring agent,and/or a resale agent, but one cannot be both on the same project.Typically,the monitoring agent assigns the resale agent.
