The Committee called to order at 9:45 AM.
Minutes
The minutes for August 24,2017 were approved unanimously.
Status Update
DHCD has finally updated the SHI list on their website.
North Reading:
Martin's Landing— Closing anticipated in December.
Ms. McKnight has had conversations with DHCD, MassHousing and MHP regarding financing and
potential use of other town-owned parcels.
Ms. McKnight is continuing her work on the North Reading Housing Survey.The community meeting will
probably be in January or early December.
Reading:
There are a lot of projects in the works for the Town:
20-24 Gould Street is a 40R mixed-use project with 55 rental units and 3,500 square feet of commercial
space.There has been a lot of input from abutters,and many changes have been made.The affordable
units will be 25-41%,and potentially provided at 60%Of the AMI if the Applicant receives LIHTC funding.
Construction will take about 14 months.Ongoing with CPDC.

Postmark Square 40R at 136 Haven Street(old post office)—Mixed use project with 50 condominium
units and approximately 8,500 square feet of commercial space.The condos will all be one and two
Stanton is currently working on a local preference letter.bedroom,and ten will be affordable at 80%AMI.40R Plan Approval issued in September 2017. Ms.
467 Main Street 4013 (former Sunoco station)- Mixed-use project with 30 rental units and 2,500 square
feet of commercial space.The project will be 25%affordable at 80%AMI.Construction will take about
18 months.Application not submitted to Town yet.
Eaton Lakeview Apartments 40B-120 rental units,with 25%affordable(30 units)at 80%AML Applicant
still awaiting Project Eligibility Letter from the State;application not submitted to Town yet.
Reading Village 40B—68 Rental units,with 25%affordable(17 units)at 80%AML Comprehensive Permit
issued in February 2017. Ms.Stanton has received many calls from interested renters.
Schoolhouse Commons 408— 20 rental units,with 20%affordable(4 uncomprehensive
at 50%AMI.
Permit issued in July 2017.
Saugus:
Essex Landing is a rental project with 255 one-bedroom apartments,and 10%affordable at 80%AMI.
Ms. Leahy advised to ask the developer who the lottery agent is.
Avalon Bay is 280 units that are mostly two-bedroom,with 10%affordable at 80%AMI.
Tall Brothers will be submitting a 40B soon;another 250-unit project is coming as well.Town is pushing
for condos so the elderly Population can downsize.
Saugus's HPP was not approved due to internal politics.
Ms. Leahy advised to contact MHP about Technical Assistance for a 408 consultant.The Town already
has some advisors,so it may not be needed. Ms. Leahy also advised to have a monitoring agreement
with the developers that includes funding to support it.
Wilmington:
The Town will advertise when Ms.Stanton comes to Town Hall,so residents can drop by.Ms.Stanton is
currently reviewing the HOR files,and comes to Town twice a month.
Ms.Stanton and Ms. Gingrich are working on a local preference for Spruce Farms.An amendment to the
Special Permit was issued in September 2017.
