Minutes The minutes for October 19,2017 were amended and approved unanimously. Status Update The annual monitoring letters will be sent out in January. North Reading: The Housing Survey is going out with the quarterly tax bill,and on Facebook.The survey has been scaled back. Ms. McKnight is thinking of other ways to reach more people,especially renters.One thought was through the schools, by sending the Survey home with the students. Reading: HPP Community Forum was held October 30. It was run by Liz Rust and Jennifer Goldson.The draft updated HPP should be ready by late December,for the BOS and CPDC meetings in January. It should be ready to file with the State in February. 20-24 Gould Street—LIHTC money is at risk with the federal tax bill.The House and the Senate are in the reconciliation phase right now.The DHCD November submission would have required a local match guesstimate.We should get this number. Ms. Rust will send to Ms. Mercier. 467 Main Street—CPDC Hearing begins 12/11/17 Page 1 1 Reading Woods—Units go really fast on resales and they are in high demand. This could be a justification for doing a limited lottery.Ms.Stanton should send an official note to Jill,and copy Bill Reyelt. Gazebo Circle—The new RHA Director is amenable to working with the Town.The Town needs anew Regulatory Agreement for 401,501,and 901,and anew deed rider for 411.These will be under the LIP LAU Program. Ms. Rust will send Ms. Mercierthe details. Saugus: Ms. Leahy reached out to TB Holdings, Michael Turcotte,the Essex Landing Developer, but hasn't heard back. Avalon Bay is compliant,and the project should be ready by March,2019. HPP—Ms. Leahy spoke with the Town Manager regarding the contract with MAPC,which expired.The BOS must approve it whether or not the Town Manager agrees. Wilmington: BOS voted not to use Town land for affordable housing.They do not think any land in Town should be declared surplus.The BOS would prefer that private developers solve the problem. Inclusionary zoning will be important, but isn't popular.The goal is to stay at 10%and not lose any ground, but the Town won't stay at 10% in 2020,with what's on the books now. Inclusionary Zoning North Reading doesn't have it. It was not supported 10 years ago. It has an affordable housing overlay district instead, but it hasn't created a single unit. Reading has 40R.The cutoff for projects is 12 units.The size of the projects is very good. Karina Milchman,Chief Housing Planner for MAPC, is very good at this. Ms. Rust will send a template to us. Saugus has Town-wide 10% inclusionary bylaw, but is easily overridden. It works for larger projects. Wakefield There has been no word from Paul Reavis. Ms. Mercier will reach out to him. Wayland is joining the RHSO mid-year,and doing a pro-rated contract with Concord until the end of the fiscal year,then will join IMA with the other towns.
